Training and Development Specialist

The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability, and integrity of the Government of the District of Columbia is in search of a Training and Development Specialist . This position is located in the Office of Human Resources. The primary responsibility of the incumbent is to design, develop, deliver, and evaluate instructor-led and e-learning training programs that support the agency's business objectives for the purpose of creating and sustaining a high-performing organization.

Duties include, but are not limited to :

• Assessing training needs through surveys, interviews, focus groups, or consultation with managers
• Developing and writing instructional materials for both online and instructor-led classes
• Conducting and/or coordinating ongoing technical and functional training for the agency workforce
• Developing and coordinating work plans and project proposals involving staff needs, costs, and scheduling dates to meet program objectives
• Analyzing specific training problems throughout the agency and recommending proposals for solutions
• Coordinating with the supervisor on the development and administration of pilot classes and course development projects
• Conducting train-the-trainer sessions to improve the instructional skills of non-professional trainers; facilitating group meetings, team building, and business planning sessions with agency personnel; and
• Performing a variety of administrative activities essential to the delivery of the department's services along with other duties as assigned.

Minimum Qualifications: The desired candidate will have four years or more of progressive experience and a Bachelor's degree. Applicant should have demonstrated working knowledge of designing and conducting training courses (instructor-led and/or e-learning) for managers and employees. Should possess experience developing and coordinating work plans and project proposals and conducting problem and task analysis to identify training needs and requirements. Prior experience developing human resources-related training is a plus.
