JOB PURPOSE
Responsible for SCM function for specific assigned project, comprising of purchasing of materials and consumables, expediting, source inspection, subcontracting, logistics / transportation and material management, end to end of project execution in meeting the divisional business goals and in compliance to procurement policies, procedures and guidelines; as well as align with project and client’s regulation / procedure, schedule and budget.
JOB RESPONSIBILITIES
• Execute synergized supply chain plans, strategies, roadmap, initiatives, and procurement tools for specific assigned projects to bring down overall costs (materials & services) and enhance product/ service reliability and meeting project deliverables requirement through thorough monitoring and checking.
• Implement specific assigned project's budget and utilization to ensure that expenses and back-charging are within approved budget.
• Plan and coordinate the secondment of SCM team members (i.e. material and subcontract buyers, expeditors, material coordinator, source inspection, logistics coordinator, etc.) for specific assigned project with the objective to maximize resources utilization & cost savings, obtain highest quality & timely delivery, ensure smooth operations and achieve business goals, and to perform end to end project procurement management functions:
o Establish Project Procurement Execution Plan for Management & Client approval in line with the project specifics & requirements;
o Supervise the preparation, accuracy and timely submission of weekly project procurement report.
o Develop a workable procurement schedule & progress weightage in line with the overall EPC contract schedule.
o Establish the overall Procurement Project Close-Up Report & Lesson Learnt at the end of project.
o Act as focal point for overall SCM function in specific assigned project o Accountable until project closure o Manage problematic vendors and subcontractors.
• Execute plans & strategies for Material Management and Logistics for specific assigned project that could reduce operating costs and ensure proper alignment and optimization of assets and resources and meet service level agreements.
• Implement and comply with SCM policies, procedures, guidelines and governance that will facilitate consistency in approach and professional conduct of affairs, process integrity, compliance with regulatory, Group and safety guidelines, industry best practices, Corporate goals and objectives, and improve risk management.
• Implement plans and strategies to establish specific PPM tendering process, procedures, guidelines to ensure overall pre and post-award project procurement, subcontracting and material management activities conducted in compliance with MMHE & Client’s regulations and requirements.
• Execute SCM improvement initiatives to achieve divisional excellence and improve Supply Chain processes, current work style, practices, policies, procedures, etc. that would result in measurable cost and non-cost benefits, and at the same time design and manage comprehensive control and monitoring mechanism to protect the integrity of the supply chain activities.
• Maintain close relationship with relevant parties (e.g. Client, Project Management Team, Engineering, QHSE, QA/QC and other departments or sections within SCM Division, etc.) and vendors/ contractors to facilitate smooth connection within parties to deliver the divisional objectives.
• Create, promote and maintain a healthy, safe, motivating and conducive work environment that promotes a culture of excellence and a global championship mindset with the objective of improving productivity, maintaining standards of service, promoting industrial harmony as well as instilling discipline and integrity.
• Provide leadership, direction, guidance and motivation to secondment of team members under specific assigned project.
• Support HSE initiatives and inculcate HSE among its staff and workers to develop HSE as work culture.
Requirement
• Degree in Engineering, Science, Business Administration, Management, Supply Chain Management or other professional related qualification.
• 5 years in Supply Chain Management experience preferable in oil and gas industry, shipyard or related marine industry
