This role are responsible for managing the Technology Department’s annual budget planning, tracking and reporting, and for monitoring maintenance and support renewals, so that technology spend is properly governed, tracked and reported. The role also tracks BAU project progress and milestones to support accurate budget and payment utilisation reporting, and maintains the department’s policies, procedures and governance framework in line with SC’s policies and relevant laws.
Main Accountabilities
Planning, Policy & Governance
Planning (Budget & Renewals)
- Prepare and maintain the Department’s annual CAPEX/OPEX budget submission and Annual Plan, in line with SC’s financial planning cycle
- Monitor and report budget utilisation against the approved plan, reconciling actual spend at project and department level with Finance and flagging over/under-utilisation
- Coordinate provision-for-expenses submissions and budget reallocations
- Maintain the register of maintenance, support, licence and subscription contracts, and initiate early renewal engagement with owners to confirm continued need and avoid support lapses; report renewal status and escalate contracts at risk
Project Tracking & Reporting (BAU)
- Maintain the BAU project tracker (status, milestones, timelines, owners), gathering updates from project managers on an agreed schedule
- Monitor progress against approved scope, schedule and budget across procurement, implementation, go-live, payment and closure
- Link milestone achievement to budget and payment utilisation, initiating and highlighting drawdowns, provisions and reallocations at the right time
- Report BAU progress to management, escalating delays, risks and decisions required
Policy & Governance
- Maintain TD policies, procedures and standards in line with SC’s policies; perform internal review and risk assessment under Enterprise Risk and Internal Compliance; act as TD committee secretariat and support Computer Disaster Recovery activities
- Maintain effective working relationships with internal and external stakeholders, and oversee and coach team members to achieve KPIs and departmental goals
Qualifications
- Degree in Computer Science or its equivalent
- Effective influencing as well as project management skills, Budget and Business planning, executing and maintaining
- Familiarity with industry standards and IT governance
