Responsibilities:
- Assist Project Manager in complying,confirming and implementing of company procedures on all contract administration matters.
- Able to handle tender and obtain quotations / doing comparison for tendering purposes.
- Understanding in construction drawing and BQ specification.
- Familiar and able to carry out measurement and taking-off quantities
- Preparation for the main progress claim, subcontractors’ claims, variation order claims, labour claims and final account.
- Preparation for the report, update V.O and contract list.
- Preparation for the project cost analysis.
- Others quantity surveying related duties as assigned.
- 1. Pre-Contract Stage (Cost Planning & Tendering)Cost Estimation & Feasibility
- Prepare preliminary cost estimates based on drawings, specifications, and benchmarks
Cost Planning & Budgeting
- Develop detailed cost plans (Cost Plan 1–5) aligned with design stages
- Elemental cost breakdown (substructure, superstructure, M&E, etc.)
- Monitor design changes vs budget
Tender Documentation
- Prepare:
- Bills of Quantities (BQ)
- Preliminaries
- Specifications (commercial sections)
- Standard methods often follow frameworks like Royal Institution of Chartered Surveyors (RICS) or local standards (e.g., JKR Malaysia)
Tendering & Procurement
- Analyze tender returns (commercial comparison)
- Prepare tender reports & recommendations
- Advise on procurement strategies (traditional, design & build, IBS, EPC)
Post-Contract Stage (Cost Control & Contract Administration)Cost Control & Financial Management
- Track project cost vs budget
- Prepare cash flow forecasts
- Monitor cost variations and risks
Interim Valuation & Payment Certification
- Assess contractor claims and certify:
- Progress payments
- Subcontractor payments
- Ensure alignment with contract conditions
Variation Orders (VO) Management
- Evaluate and price:
- Design changes
- Site instructions
- Negotiate and agree on variation costs
Contract Administration
- Interpret contract conditions (e.g., PAM, CIDB, FIDIC)
- Manage claims:
- Extension of Time (EOT)
- Loss & expense
- Ensure compliance with contractual obligations
Measurement & Costing
- Take-off quantities from drawings (manual or software like CostX, Glodon)
- Apply Standard Method of Measurement (SMM)
- Prepare:
- Detailed BQ
- Cost reports
- Rate build-ups
Final Account & Project Closure
- Agree on final project cost with contractor
- Resolve outstanding claims and variations
- Prepare final account statement
- Conduct post-project cost analysis for benchmarking
Commercial Strategy & Risk Management
- Identify cost risks and mitigation strategies
- Advise on:
- Value engineering
- Cost optimization
- Support profitability analysis (critical for contractors like your business)
