Purpose of the Position: The Librarian will be responsible for managing the day-to-day operations of the Data System Project - Library, supporting the information and research needs of officers. The role focuses on library administration, collection development, circulation services, and ensuring service levels are maintained to client's satisfaction.
Key Result Areas and Activities:
- Plan and manage daily library operations and administration within the approved budget
- Develop, implement, and monitor compliance with library policies and Standard Operating Procedures (SOPs)
- Provide monthly reports on library activities, including publicity efforts, enquiries, loans, database usage, budget utilisation, and collection updates
- Manage the Library Management System (LMS) and RFID System to maintain data accuracy and track library items
- Oversee circulation services, inter-library loans, and document delivery
- Provide specialist research assistance and handle enquiries from all channels (walk-in, phone, email) within stipulated response times
- Conduct horizon scanning of major news publications for law-related articles and prepare publicity alerts on library resources
- Develop and maintain a collection of print and electronic resources to support the Authority's information needs
- Negotiate with suppliers and vendors for acquisitions, serial renewals, and database subscriptions
- Handle all aspects of acquisition and collection maintenance, including cataloguing, RFID tagging, stock-take, and weeding of outdated items
- Conduct information literacy programmes, new staff briefings, and library tours upon request
- Develop and maintain online content on the Knowledge Resource page on the Authority's Intranet
- Supervise and provide training to Library Officers to ensure adequate delivery of library services
- Maintain the library corner at Funan at least once a week
Essential Skills:
- Strong knowledge of library management systems and RFID systems
- Experience in collection development, cataloguing, and acquisitions
- Proficiency in research and reference services
- Ability to manage budgets and prepare reports
- Strong organisational and administrative skills
Desirable Skills :
- Experience managing a law library or specialised library
- Familiarity with the Los Angeles County Law Library Class K-Law Classification system
- Knowledge of database subscriptions and vendor negotiations
- Experience in developing library policies and SOPs
Qualities:
- Recognised degree in any discipline
- Postgraduate qualification in library and information management (preferred)
- At least 3 years' experience managing libraries of similar capacity
- Experience managing a law library is preferred
- Strong attention to detail and accuracy
- Proactive and service-oriented mindset
- Ability to work independently and collaborate with cross-functional teams
- Good communication skills to engage with officers at all levels
- Adaptable and able to manage multiple priorities
