Role Description
The Human Resource Manager serves as a strategic partner to business leaders across the region while also acting as a hands-on contributor in building and strengthening the Company’s people, systems, and corporate infrastructure. This role requires a strong “start-up mindset” and will play a key role in supporting organizational growth, including HR operations, talent management, corporate governance, employee engagement, IT administration coordination, and corporate communications. The incumbent will also serve as the backup for administrative functions to ensure business continuity.
Responsibilities
1. Strategic HR Business Partnering
- Partner with regional business leaders to align people strategies with business objectives.Provide advice and guidance on organizational design, workforce planning, employee relations, and talent management.
- Support leadership in driving performance management, succession planning, and employee development initiatives.
- Develop and implement HR policies, procedures, and best practices across the region.
2. Talent Acquisition & Talent Management
- Lead recruitment activities for key positions across the region.
- Manage onboarding and employee integration programs.
- Drive talent review, succession planning, and career development initiatives.
- Identify training and development needs and coordinate learning programs.
3. HR Operations & Compliance
- Ensure compliance with local labor laws and employment regulations across assigned markets.
- Oversee payroll, compensation, benefits administration, and HR records management.
- Manage employee contracts, employment documentation, and HR audits.
- Support employee engagement and retention initiatives.
4. Company Setup & Organizational Development
- Lead and coordinate HR-related activities for new market entries, entity setup, and organizational expansion projects.
- Support establishment of local employment frameworks, insurance programs, employee benefits, payroll structures, and HR policies.
- Coordinate with legal, finance, and external service providers to ensure smooth company setup and operational readiness.
- Develop scalable HR processes and systems to support business growth.
5. IT Administration Coordination
- Serve as the internal coordinator for IT-related matters (employee onboarding and offboarding access management, email account creation and administration coordination, hardware and software asset tracking, liaison with external IT vendors and service providers, IT policy implementation and user support coordination)
- Ensure timely completion of IT setup for new hires and business operations.
6. Corporate Communications & Employer Branding
- Manage and maintain the Company’s corporate communication channels.
- Coordinate content updates for company LinkedIn page, corporate website, internal employee communications & corporate announcements and newsletters.
- Support development of employer branding initiatives.
- Work with management to ensure consistent corporate messaging and branding.
7. Administrative & Office Management Support
- Act as backup for administrative personnel during leave, absence, or vacancies.
- Support office administration, vendor management, travel arrangements, and facility-related matters when required.
- Ensure smooth day-to-day office operations and business continuity.
8. Budget & Cost Management
- Manage and monitor the annual HR, Administration, IT, and Corporate Communications budgets.
- Track and control spending related to manpower, recruitment, training, employee benefits, insurance, IT services, and office administration.
- Partner with Finance on budgeting, forecasting, and variance analysis.
- Manage vendor relationships and negotiate cost-effective commercial terms.
- Ensure expenditure is appropriately approved and remain within budget.
- Identify and implement cost optimization opportunities while maintaining operational effectiveness and employee experience.
- Ensure smooth day-to-day office operations and business continuity.
Qualifications
- Bachelor’s Degree in Human Resources, Business Administration, Management, or related discipline.
- Minimum 5 years of progressive HR experience, including HR Business Partnering responsibilities.
- Experience supporting multiple countries or regional operations is preferred.
- Experience in company setup, organizational expansion, or start-up environments is highly desirable.
- Knowledge of employment legislation and HR best practices.
- Experience coordinating IT vendors and corporate communication activities is an advantage.
