We are looking for a driven and commercially minded Manager, Business Development – Telco Infrastructure & Connectivity to support MRT Corp’s efforts in unlocking commercial value from its infrastructure assets, while improving connectivity and digital services for commuters.
This role is suited for candidates with experience in telecommunications infrastructure, fibre infrastructure, network facilities, public WiFi, in-building coverage, smart city connectivity, telco project/vendor environments, or related commercial partnership work.
The role will focus on identifying, developing, and managing business opportunities involving MRT Corp’s telecommunications and connectivity assets. This includes opportunities such as fibre infrastructure access or leasing, mobile network coverage enhancement, public WiFi, station connectivity solutions, in-building coverage, and other connectivity-related commercial initiatives across MRT assets.
The incumbent will work with telecommunications operators, infrastructure providers, technology partners, regulators, ministries, agencies, and internal stakeholders to structure commercially viable and operationally workable partnership models.
Key Responsibilities
- Develop and implement business development strategies for telecommunications infrastructure, connectivity, and digital infrastructure opportunities across MRT Corp’s assets.
- Identify and assess commercial opportunities involving fibre optic infrastructure, ducting/access arrangements, telco equipment placement, public WiFi, in-building coverage, station connectivity, and other digital service solutions.
- Engage telecommunications operators, infrastructure providers, technology partners, network facilities providers, regulators, government ministries, agencies, and other relevant stakeholders to explore partnership and revenue opportunities.
- Support negotiations and commercial discussions with external parties, including preparing proposal papers, business cases, financial assumptions, pricing approaches, and partnership structures.
- Explore suitable commercial models such as rental, access fees, revenue-sharing, concession arrangements, service partnerships, or other appropriate commercial structures.
- Work with internal stakeholders, including project, technical, legal, finance, operations, procurement, safety, security, and other relevant teams, to assess feasibility, risks, access requirements, implementation considerations, and operational impact.
- Prepare management papers, presentation decks, meeting minutes, action trackers, progress updates, and other materials for senior management and external stakeholders.
- Monitor market developments, government priorities, commuter expectations, and industry trends related to telecommunications infrastructure, digital connectivity, smart mobility, public WiFi, in-building coverage, and transit-based commercial services.
- Support the development of policies, commercial frameworks, pricing approaches, and SOPs for the use of MRT Corp infrastructure by telecommunications and connectivity partners.
- Track project progress, stakeholder commitments, commercial deliverables, approvals, and implementation timelines to ensure proper follow-through.
- Build and maintain strong working relationships with telecommunications operators, infrastructure companies, technology partners, regulators, ministries, agencies, and internal business units.
Requirements
- Bachelor’s Degree in Business Administration, Marketing, Mass Communication, Telecommunications, Engineering, Information Technology, or an equivalent discipline from a recognised institution.
- Minimum CGPA of 3.00 or equivalent.
- At least 10 years of experience in business development, telecommunications infrastructure, digital infrastructure, commercial partnerships, infrastructure leasing, project/vendor management, government relations, or related fields.
- Experience in telecommunications infrastructure, fibre infrastructure, network facilities, public WiFi, in-building coverage, smart city connectivity, telco vendor/project environments, or infrastructure-based commercial partnerships would be an advantage.
- Experience dealing with telecommunications operators, infrastructure providers, technology partners, regulators, government agencies, ministries, or large corporate stakeholders would be an advantage.
- Familiarity with commercial models such as infrastructure access, leasing, co-location, revenue-sharing, concession arrangements, service partnerships, or related partnership structures would be an advantage.
- Strong stakeholder management, communication, negotiation, and relationship-building skills.
- Able to prepare clear presentation decks, business papers, minutes of meetings, action trackers, and management updates.
- Commercially minded, structured, and able to translate broad opportunities into clear proposals, workplans, approvals, and deliverables.
- Able to coordinate across multiple internal functions, including technical, operations, legal, finance, procurement, safety, and security teams.
- Able to work independently in a fast-paced, multi-stakeholder environment with both internal and external parties.
