As a Vendor Management Lead you'd be able to work on and solve some of the many interesting challenges we are facing, learn new ways of working, and build delightful high-quality products for our customers.
Job Responsibilities
We are seeking a seasoned Lead of Vendor Management to oversee the end-to-end Supplier Chain Management lifecycle. You will be responsible for sourcing, procurement, risk assessment, and ongoing monitoring, ensuring 100% alignment with MAS (Monetary Authority of Singapore) regulatory requirements.
As the functional Lead, you will manage a specialized team and act as the final gatekeeper for third-party risk within a mature, fully documented TPRM framework.
Key Responsibilities
1. First Line TPRM Leadership with Regulatory& MAS Compliance
· Serve as the Subject Matter Expert(SME) for MAS Notice 658, Outsourcing Guidelines, and Technology Risk Management (TRM).
· Ensure all outsourcing and vendo rarrangements meet the rigorous "Ongoing Monitoring" and "Audit" requirements set by regulators.
· Maintain the integrity of the existing mature TPRM Policy and Standards, ensuring no deviations during execution.
2. End-to-End Supply Chain Management (SCM)
· Lead the vendor on-boarding and on-going obligations management
· Lead complex Sourcing and Procurement initiatives, applying advanced negotiation strategies to drive value while maintaining risk appetite.
· Oversee the Vendor Risk Assessment process, ensuring that Tier 1 (Critical) vendors undergo deep-dive due diligence and continuous performance tracking.
· Manage the transition from initial sourcing to post-contract monitoring, ensuring a seamless lifecycle for all business units.
3. Team Management & Governance
· Provide leadership and guidance to team members (Governance, Risk Assessment, and Sourcing).
· Act as the primary point of contact for internal stakeholders and senior management regarding third-party risk management and supply chain management resilience.
· Develop strong stakeholder engagements with different business units for the identification, on-boarding and on-going management of vendors including Business, Finance and SCB SCM and Digital SCM teams
· Identify areas for optimisation and improvement to the end to end third party on-boarding and ongoing monitoring process
Our Ideal Candidate:
· Minimum 10+ years of experience in Supply Chain Management, ideally in Banking or Finance, with at least 5 years in a Lead TPRM or Vendor Management capacity in Singapore.
· Regulatory Mastery: Deep, practical knowledge of MAS Guidelines on Outsourcing, and MASTRM Guidelines.
· Strategic Sourcing: Proven track record in end-to-end procurement, from RFP development to final contract negotiation for high-value banking services.
· Risk Framework Fluency: Experience operating within a mature GRC (Governance, Risk, and Compliance)environment; ability to interpret and apply complex policy documentation with precision.
· Leadership: Demonstrated ability to manage specialized subordinates and communicate risk profiles effectively to Board-level committees.
· Knowledge in ERP systems such as SAP, Ariba, Process Unity and Microsoft Office Excel.
· Good working knowledge of contracts& familiar with legal agreements
· Advanced commercial knowledge in technology procurement and project management.
· Advanced business management skills including stakeholder management and commercial judgment

Breadth of knowledge across the latest trends in technology sourcing practices
Role Specific Technical Competencies
· Knowledge in ERP systems such as SAP, Ariba, Process Unity and Microsoft Office Excel.
