Job Description

Responsibilities

Duties & Responsibilities

· Carry out duties of a WSHO and ECO in accordance with all relevant legislation and regulations under the Ministry of Manpower and National Environment Agency.

· Ensure compliance with all statutory acts, regulations, company safety rules, and codes of practice by all personnel.

· Implement and oversee project-specific HSE Management Systems and programs in alignment with corporate procedures.

· Develop and implement Safety and Environmental Programs, including submission of the Site Environmental Control Programme (SECP) prior to commencement of works.

· Conduct routine site inspections, safety audits, and compliance checks to uphold safety and environmental standards.

· Identify gaps in WSH and environmental systems, procedures, and performance, and recommend improvements.

· Review and evaluate WSH Management System (WSHMS), environmental reports, and risk management processes.

· Lead incident investigations, recommend corrective and preventive actions, and ensure timely follow-up.

· Provide coaching, guidance, and training to the workforce on workplace safety practices.

· Conduct safety meetings, toolbox briefings, and training sessions for all stakeholders.

· Coordinate Emergency Preparedness and Response Plans (EPRP), including drills, exercises, and maintenance of emergency equipment.

· Ensure all Permit-to-Work (PTW) systems and supporting documents are valid and properly implemented.

· Liaise closely with project teams, management, and relevant authorities on WSH and environmental matters.

· Advise Project Director/Manager on safety performance, risks, and improvement measures.

· Maintain accurate HSE records and ensure timely submission of all reports and statutory documents.

· Prepare and present data analytics reports on HSE performance, trends, and key indicators.

· Support company initiatives in achieving HSE awards, certifications, and excellence.

· Perform any other ad hoc HSE-related duties as assigned by management.


Job Requirements:

· Diploma/Degree in Workplace Safety and Health or related discipline.

· MOM-registered (WSHO) & NEA-registered (ECO) with min. 5 years of relevant experience in the construction industry.

· Familiarity with regulatory requirements related to WSH & ENV

· Experience with SP, PUB, LTA, or CAG projects is preferred.

· Ability to work independently and as part of a team.

· Own transport is preferred.

· Working hours: 5.5 days work, Monday to Friday 8am to 5pm, Saturday 8am to 12noon
