Job Summary

Lead the department in managing the MCMC Fund and USP Fund, with responsibility for treasury operations, banking arrangements, cash and liquidity management, investments, budgeting, forecasting, financial analysis, and finance system support. Ensure the Funds are managed prudently and in line with approved policies, governance requirements, and applicable regulations. This includes maintaining sufficient liquidity to support organisational needs, optimising returns on surplus funds, and providing reliable financial information to support management decisions. Provide direction on financial planning, analysis and reporting to strengthen decision-making, support organisational priorities and improve the effectiveness of finance-related systems and processes (including project management).

Job Responsibilities:

1. Develop and strengthen investment policies, guidelines, and governance frameworks to ensure the MCMC Fund and USP Fund are managed in compliance with applicable laws, regulations, financial standards, and approved mandates.

2. Evaluate and recommend investment strategies and opportunities to ensure optimise returns, manage investment risks, and support the financial objectives of the Funds.

3. Oversee treasury, cash flow, and liquidity management to ensure sufficient fund availability, effective cash planning, and efficient utilisation of surplus funds.

4. Manage banking arrangements, financial institution relationships, payment processes and collection activities to ensure secure, efficient and well-controlled financial operations.

5. Lead the budgeting, budget control, forecasting, and financial planning processes to support organisational priorities, project performance monitoring, and long-term financial sustainability of the Funds.

6. Provide financial analysis, advisory, and reporting support to enable informed decision making by management, divisions, departments, and relevant stakeholders.

7. Drive improvements to finance operations, financial systems, banking platforms, and cash management processes to enhance efficiency, governance, reporting capability, and operational control.

8. Review and strengthen financial governance frameworks, policies, guidelines and related SOPs to strengthen accountability, internal control and operational effectiveness.

9. Lead departmental performance, capability development, and stakeholder coordination to ensure effective delivery of departmental objectives, staff development, and timely response to official directions and statutory requirements.

Qualifications & Work Experiences

1. Bachelor’s Degree in Accounting, Finance or other related qualifications from a reputable university with minimum CGPA 3.00.

2. 12 years in business finance/accounting or other relevant experience.

3. Possess professional qualification in Chartered Accountant of Malaysian Institute of Accountants or any other recognized professional accountancy bodies.
