Responsibilities
We are seeking a dynamic, hands-on, and experienced HR & Administration Manager to lead and manage the full spectrum of Human Resources, Industrial Relations, Training & Development, and Administrative functions for our retail operations. The successful candidate will be responsible for driving HR strategies, ensuring legal compliance, developing talent, fostering positive employee relations, and supporting business growth across multiple retail outlets.
Key ResponsibilitiesManage the full employee lifecycle, including recruitment, onboarding, confirmation, performance management, employee engagement, and separation processes.
Develop, review, and implement HR policies, procedures, and best practices aligned with business objectives and statutory requirements.
Lead workforce planning and manpower budgeting for retail operations and headquarters.
Oversee payroll administration, attendance management, leave management, compensation and benefits administration.
Prepare HR reports, manpower analysis, and management updates.
Develop and implement annual training plans and employee development programs.
Conduct Training Needs Analysis (TNA) and identify skill gaps across retail and support functions.
Coordinate internal and external training programs, workshops, and leadership development initiatives.
Monitor training effectiveness and maintain training records in compliance with HRD Corp requirements.
Drive employee learning, career development, succession planning, and talent retention initiatives.
Support onboarding and orientation programs for new hires.
Handle disciplinary matters, domestic inquiries, grievance management, counseling sessions, and performance improvement plans.
Advise management on employee relations and industrial relations matters in accordance with Malaysian labour laws and best practices.
Prepare warning letters, show-cause letters, termination documentation, and other employment-related correspondence.
Manage investigations into employee misconduct and recommend appropriate actions.
Represent the company in discussions with relevant authorities and external parties on labour and employment matters when required.
Ensure compliance with the Employment Act, Industrial Relations Act, Occupational Safety and Health requirements, and other relevant legislation.
Foster a positive working environment and promote effective communication between management and employees.
Oversee daily administrative operations and office management activities.
Manage company assets, tenancy agreements, insurance policies, licenses, permits, and service contracts.
Coordinate maintenance, security, facilities management, and workplace safety compliance.
Monitor and control administrative budgets and operational expenses.
Ensure proper documentation, filing systems, and company records management.
Partner closely with Operations Managers and Department Heads to address manpower, productivity, and workforce challenges.
Support new store openings, expansion projects, and operational HR requirements.
Ensure retail outlets comply with company policies, procedures, and statutory regulations.
Provide HR guidance and support to outlet management teams across multiple locations.
Bachelor's Degree in Human Resource Management, Business Administration, Law, or a related discipline.
Minimum 8 years of relevant HR & Administration experience, with at least 5 years in a managerial role.
Strong experience in retail, FMCG, chain-store, or multi-site operations is preferred.
Extensive knowledge of Malaysian Employment Act, Industrial Relations Act, HRD Corp regulations, and other labour-related legislation.
Proven experience handling disciplinary issues, domestic inquiries, industrial relations cases, and employee engagement initiatives.
Experience in training management, talent development, and succession planning.
Strong leadership, problem-solving, negotiation, and communication skills.
Ability to work independently and manage multiple priorities in a fast-paced environment.
Proficient in Microsoft Office applications and HRIS systems.
