Project Management
- Develops and implements strategic technical objectives to align with company goal.
For project management, it also comprises of the following:
Tender stage - provision of technical inputs as follow:
- Determine construction approach, including cast in-situ and precast methodology, as well as other specific requirements.
- Defining construction method, temporary work design, machinery schedule, manpower schedule, and preliminary programme.
- Providing alternative design/proposals and value engineering solutions.
Pre-construction stage
- Lead the development of the detailed project execution plan together with the Project Director and Project Manager.
- Translate tender strategies into practical methodologies including but not limited to precast production rate, mould and shopdrawing planning, sequencing, logistics, and site erection planning.
Construction Stage
- Monitor, review, and adjust project execution plans.
- Oversee precast planning which including timely approval of shopdrawing from consultant, transportation, lifting, and installation of precast elements on site.
- Troubleshoot technical issues during construction stage and provide alternative solutions.
Post Construction Stage
- Prepare post construction report including:
- Objectives
- Review of Project Execution Plan
- Findings and lessons learned
- Areas of improvement for future projects
Project Budget Control
- Ensure all costs associated with technical and precast inputs are budgeted and controlled.
- Monitor and report technical expenses in line with execution plans.
- Assist Contracts Department in negotiation of contract pricing for preliminary works, precast component, and value engineering (when necessary).
Technical Understanding
Design & Build
- Evaluates and redesigns practice offerings.
- Guide clients and teams on optimal technical solutions, including precast system options.
- Enhance company’s Design & Build capabilities.
- Keep track of consultants’ design developments and owners’ requirements.
Precast Production Oversight
- Oversee the full lifecycle of precast operations including mould design, reinforcement preparation, casting, curing, demoulding, finishing, and storage.
- Approve concrete mix designs to ensure compliance with strength, durability, and industry standards.
- Implement Lean practices and processes to improve productivity, reduce waste, and cost control.
- Coordinate preventive and corrective action for defective precast component.
Technical Design &Engineering
- Lead the review and coordination of precast element designs, reinforcement detailing, and connection concepts.
- Ensure designs are practical, safe, and compliant with project specifications, codes, and constructability standards.
- Liaise with consultants, architects, and internal teams for design clarification and resolution of technical issues.
Construction & Site Installation Management
- Provide technical leadership during transportation, lifting, and on-site assembly of precast elements.
- Work closely with site teams and erection contractors to ensure safe and timely installation.
- Troubleshoot and resolve technical issues during site erection in real-time.
- Conduct regular site audits and inspections to verify workmanship, alignment, tolerances, and safety.

People Development
- Participates in all programs and enforces all policies relating to performance evaluations and career development planning.
- Reviews management evaluations for consistency.
- Impresses upon management the importance of the career planning and performance evaluation programs.
- Manages the development of technical staffs.
- Assigns tasks to practice management that give technical staffs an opportunity to grow.
Internal Operations
- Review technical status reports and address issues appropriately.
- Track milestone achievements, identify technical challenges, and recommend mitigation strategies.
- Enforce standard operating procedures across design coordination, precast production, and site execution.
- Lend expertise to task forces and cross-functional project teams.
Quality Assurance & Compliance
- Establish and enforce QA/QC procedures for both factory and site operations.
- Oversee testing and documentation of raw materials, precast elements, and on-site installation.
- Lead precast related non-conformance investigations and implement corrective actions.
- Ensure compliance with ISO, BS, Eurocode, and statutory requirements (HDB, BCA, LTA, PUB).
Job Specification
Skills and Knowledge required:
- Strong technical knowledge of civil and structural construction methods, with specialised expertise in precast technology.
- Experienced in coordinating with architectural and M&E disciplines.
- Familiar with local design standards, codes, safety requirements, and authorities’ compliance.
- Familiar with design software and analysis, proficient in BIM, AutoCAD, Tekla Structures, Revit, MS Project, and other engineering tools.
- Knowledge in concrete technology, lifting & propping design, and erection sequencing.
- Strong communication skills for presenting proposals to clients, consultants, authorities, and internal teams.
- Ability to work independently.
- Systematic, self-confident, and self-motivated.
Minimum Educational Qualifications/Experience required:
- Degree in Civil Engineering
- 7 to 10 years of relevant working experience
- Sound technical and construction knowledge
- Strong familiarity with authority submissions and regulatory requirements
- Proficient in Microsoft Office and knowledge in BIM
