Job Summary
The Payroll Manager leads payroll operations, ensures compliance and service delivery excellence, manages payroll specialists, and acts as the key stakeholder liaison for payroll governance and process improvement.
- Oversee end-to-end payroll operations and ensure payroll accuracy and timeliness.
- Manage payroll calendars, cut-offs, and service level agreements.
- Review and approve payroll reports, reconciliations, and statutory submissions.
- Lead, coach, and develop payroll specialists.
- Implement maker-checker controls and segregation of duties.
- Allocate resources to meet payroll deadlines and operational requirements.
- Ensure compliance with statutory, taxation, CPF, and employment regulations.
- Establish payroll controls and audit readiness.
- Manage payroll risk, investigations, and corrective actions.
- Partner with HR, Finance, and business leaders on payroll matters.
- Serve as escalation point for complex payroll issues.
- Coordinate with auditors, government agencies, and external vendors.
- Review payroll KPIs and service metrics.
- Drive payroll transformation, automation, and optimization initiatives.
- Lead payroll projects, system enhancements, and UAT activities.
Requirements
- Degree in HR, Finance, Accounting, or related discipline.
- 5–8 years of payroll experience, including team leadership.
- Strong knowledge of payroll governance and statutory compliance.
- Experience managing payroll vendors and shared services environments.
