As Senior Programme Engineer, you will be responsible for the deployment, maintenance, and support of the organisation's infrastructure environments spanning both AWS cloud and onpremises platforms, including network infrastructure. You will also provide frontline service desk support to ensure systems and end users are well supported across the Programme Management Office's portfolio of projects and operations.
You will work across a broad infrastructure landscape, managing server environments, virtualisation platforms, cloud resources, network components, and security tooling. This includes provisioning and maintaining staging, UAT, and production environments for programme delivery, as well as ensuring existing systems continue to operate with high availability, performance, and compliance.
The role requires you to be hands-on and versatile. You will troubleshoot infrastructure and network issues, support platform deployments, assist with cloud and on-premises migrations, and contribute to infrastructure modernisation initiatives. At the same time, you will participate in service desk operations alongside fellow engineers, handling incident triage, escalation, and enduser support to maintain service continuity.
You will work within broad guidelines set by the Programme Management Office, exercising sound technical judgement to resolve issues independently while escalating appropriately when needed. You are expected to maintain operational documentation, follow established procedures, and proactively identify opportunities to improve the reliability and efficiency of the infrastructure you support.
Responsibilities
L1 Operations & Support duties
- Responding to all user support requests remotely and onsite for PMO-PSB systems (24/7 with roster for standby duty after office hours).
- Responding to all operational, cyber alerts, and incidents for PMO-PSB systems (24/7 with roster for standby duty after office hours).
- Supporting PMO-PSB system verification testing after each routine patch or maintenance cycle with GTO Ops and vendor.
- Co-Managing centralized monitoring dashboards and alerting systems for PMO-PSB systems.
- Co-Managing change management for PMO-PSB systems and the use of a Service Management platform to capture cases and its lifecycle.
- Co-Managing the Operations & Maintenance (O&M) playbook for PMO-PSB systems.
- Submitting reports and updates.
Service Delivery Management
- Ensuring patch management across application, servers and network/infra are performed for all PMO-PSB systems with GTO Ops and Vendor.
- Managing and testing the redundancy, backup and recovery, disaster recovery of application and system with GTO Ops and Vendor where applicable.
- Managing the expiry, renewal, replacement, and secure disposal of IT assets.
- Managing the service availability for applications with planned and unplanned maintenance with GTO Ops and Vendor.
- Managing the service level agreement for operations & support.
- Contributing towards continuous improvement of application and system support and resiliency of PMO-PSB systems.
- Hands-on implementation of new infrastructure requests and change requests.
Programme Delivery and Operations
- Supporting the programme management team in technical aspects of technical solution analysis, design, planning, coordination, integration, implementation, testing, commissioning, and operation support for systems and/or sub-systems of programmes, that are effective in addressing requirements, secure-by-design and compliant with policies, standards, and industry best practices.
- Supporting the programme management team to prepare, author, update, and upkeep technical and definition documents to support programme delivery and operations.
- Supporting the programme management team in technical aspects such as cyber security/privacy risks, compliance, issue, inventory, configuration, source codes, knowledge base, support, and change management for programmes.
- Supporting programme delivery by provisioning, installing, configuring, hardening, monitoring, and administrating technical systems, solutions, Cloud infrastructure to support programmes.
- Supporting the programme management team to synergise systems/solutions delivery and their dependencies across programmes and challenge the status quo to achieve continuous improvement, operational efficiencies and effectiveness.
- All other duties assigned by your reporting officer.
Requirements
- Tertiary education qualifications - Relevant diploma or bachelor’s degree in Computer Science, Computer Engineering, Information Technology or related fields.
- At least 5 years of experience in IT Operations or IT Service Delivery with exposure to IT infrastructure (including network) and operations.
- Experience in software development lifecycles will be an advantage.
- Experience in IT service delivery management and maintaining SLA/OLAs.
- Knowledge and/or practical experience in one or more of following areas are desirable: o Coding (such as C#, Java, JavaScript) for Mobile and Web Applications o DevOps/DevSecOps
- Virtualisation and/or Cloud Computing (such as AWS, Azure) o Database and Storage o Middleware and Services
- Cybersecurity (such as best practices, system hardening, threat and vulnerability management)
- Windows/Linux server administration o Hardware, Infrastructure and Network o Software/Systems integration across one or more software/hardware components o Service delivery and management o Artificial Intelligence (AI)
- Familiarity with project management methodology and lifecycle would be an advantage.
- Good analytical skills in diagnosing technical issues and ability to offer advisories and support. Good administrative and communication skills and positive working attitude.
- Good communication and interpersonal skills, with the ability to effectively engage with users and stakeholders at all levels.
- Relevant certifications (e.g. ITIL) are highly desirable.
