Position Overview

We are seeking an experienced OutSystems Architect to lead the high-level design, platform governance, and technical strategy for large-scale digital transformation initiatives across Singapore Public Sector agencies. In this strategic role, you will define end-to-end system architectures, establish multi-app OutSystems governance, and ensure all low-code solutions align with Government enterprise standards, cloud architecture mandates, and strict cybersecurity frameworks.

You will serve as the primary technical authority bridging government business leaders, enterprise architects, and engineering delivery teams to translate policy into resilient digital infrastructure.

Key Responsibilities

• Enterprise Solution Architecture & Governance:

  • Define macro-level architecture, module boundaries, and service-oriented domains across multi-application OutSystems environments using the 4-Layer Architecture (4LA) and Architecture Canvas frameworks.

  • Establish governance frameworks, architectural guardrails, and environment topologies across OutSystems 11 (O11) and OutSystems Developer Cloud (ODC).

  • Lead technical evaluations, solution blue-printing, and proof-of-concept (PoC) initiatives for high-impact agency modernization programs.
    
    
    

• Strategic Integration & Data Architecture:

  • Design scalable enterprise integration patterns connecting OutSystems applications with legacy core infrastructure, mainframes, central databases, and external cloud services.

  • Formulate data modeling strategies, master data management (MDM) patterns, and secure authentication flows (Singpass, Corppass, SAML 2.0, OpenID Connect).
    
    

• Stakeholder Alignment & Advisory:

  • Act as the trusted advisor to Agency Chief Information Officers (CIOs), Government Enterprise Architects, and Business Owners, translating strategic business objectives into clear technical roadmaps.

  • Evaluate and mitigate technical risks, system bottlenecks, and architectural technical debt across agency project portfolios.
    
    

Qualifications & Requirements

• Experience:

  • 8+ years of total IT experience in Enterprise Architecture, Solution Architecture, or Systems Design.

  • 4+ years of dedicated experience architecting complex enterprise applications on the OutSystems platform.
    
    

• Technical Skills & Domain Knowledge:

  • Expert knowledge of OutSystems architecture principles, deployment topographies, performance tuning, and multi-tenant strategies.

  • Proficient in enterprise security frameworks, encryption standards, public key infrastructure (PKI), and regulatory compliance (IM8, PDPA).
    
    

• Certifications:

  • OutSystems Certified Architecture Specialist or Professional Development Lead (Required).

  • TOGAF, AWS/Azure Certified Solutions Architect, or CISSP (Highly Advantageous).

• Education:

  • Bachelor’s or Master’s degree in Computer Science, Information Technology, Computer Engineering, or a related discipline.
