Job Description

  • Competent in performing procurement activities including price enquiries, price analysis, negotiation, preparation of sub-contract documents, recommendation of awards, and supplier/sub-contractor evaluations.
  • Competent in reviewing and interpreting tender documents, contract documents, specifications, drawings to prepare Bills of Quantities (BQ).
  • Competent in contract administration, including preparation and assessment of sub-contractor payments certificate, valuation of sub-contractor work, variation orders, related commercial assessments, and final account settlement.
  • Evaluate and verify variation works, claims, and additional costs to ensure compliance with contractual requirements.
  • Able to identify commercial and contractual risks throughout the project lifecycle and provide appropriate recommendations to the team.
  • Competent in cost planning, budgeting, forecasting, and cost control to ensure projects are delivered within the approved budget.
  • Competent in reading and understanding drawings and construction sequence to perform accurate measurements. with strong knowledge of reinforced concrete structures and architectural works.
  • Able to identify potential contractual disputes, assess contractual entitlements, and provide commercial and contractual advice in accordance with contract conditions.
  • Competent in preparing contractual correspondence and responses to sub-contractors while maintaining proper documentation and records for contractual and legal purposes.
  • Monitor material consumption and coordinate with the project team to minimize material wastage and improve cost efficiency.
  • Liaise closely with internal team and sub-contractors to resolve commercial and contractual matters promptly.
  • Maintain accurate project cost records, procurement documentation, and contractual correspondence for audit and project close-out purposes.
  • Complete assigned responsibilities within stipulated timelines while maintaining accuracy and quality of work.
  • Work independently with minimal supervision while collaborating effectively with multidisciplinary project teams.
  • Perform any other quantity surveying, commercial, or contract administration duties as assigned by management

Qualification

  • Bachelor's Degree or Diploma in Quantity Surveying, Construction Management, Civil Engineering, or a related discipline.
  • Minimum 5 years of relevant Quantity Surveying experience, preferably in civil engineering with LTA projects experience.
  • Strong knowledge of PSSCOC
  • Proficient in quantity take-off, cost estimation, contract administration, and procurement.
  • Good understanding of reinforced concrete, structural, and architectural works.
  • Proficient in Microsoft Office (Excel, Word) and QS software such as CostX, Glodon, Cubicost, or equivalent.
  • Strong analytical, negotiation, communication, and problem-solving skills.
  • High level of integrity, attention to detail, and commercial awareness.
