HR Manager (Singapore)

About the Role

Our client is building its Singapore office as the APAC headquarters and is looking for an experienced HR Manager to oversee HR operations across Singapore, Hong Kong, and Greater China.

This is the first HR hire in Asia, reporting directly to the APAC President. The successful candidate will be responsible for ensuring smooth HR operations, compliance, payroll, employee lifecycle management, and supporting regional business growth.

Key Responsibilities

HR Operations

• Manage the full employee lifecycle, including onboarding, offboarding, contract management, and employee records.
• Ensure compliance with Singapore employment regulations, including MOM, CPF, IRAS, Employment Pass, and S Pass requirements.
• Coordinate with external HR vendors supporting Hong Kong HR operations.
• Handle employee relations, HR policies, and performance-related matters.

Payroll & Benefits

• Manage Singapore payroll and statutory submissions.
• Review Hong Kong payroll processed by external vendors.
• Administer employee benefits, leave, insurance, and reimbursements.
• Support equity (RSU) administration and employee queries.

Cross-border HR Support

• Manage HR administration for China-based contractors.
• Coordinate contractor agreements with legal and external service providers.
• Partner with Finance on contractor payments and compliance matters.

HR Policies & Process Improvement

• Develop and maintain HR policies, employee handbook, and internal procedures.
• Improve HR processes through automation and AI tools where appropriate.

Recruitment Support

• Coordinate interviews, offer letters, onboarding, and work pass applications.
• Work with external recruitment agencies for hiring activities.

Requirements

• Bachelor's Degree in Human Resources, Business, or a related discipline.
• 7+ years of HR Generalist, HRBP, or HR Manager experience.
• Strong knowledge of Singapore employment law, payroll, CPF, IRAS, and Employment Pass administration.
• Familiarity with Hong Kong employment practices and China contractor management.
• Experience in technology, startup, or fast-paced multinational environments.
• Hands-on, proactive, and comfortable working independently.
