RESPONSIBILITIES:
1. Facilities Management
- Manage building mechanical and electrical services (air conditioning, water, power, etc.) to maintain at least 99.9% uptime.
- Ensure building cleanliness and landscaping meet Grade A office building standards.
- Ensure the building remains safe and secure at all times.
- Manage car parking facilities to maximize revenue collection.
- Ensure all building systems and facilities are properly repaired and maintained to Grade A office building standards.
2. Operations and Property Management
- Ensure smooth division operations and achieve SLA targets.
- Complete tasks on time according to agreed timelines and SLA requirements.
- Use resources efficiently and effectively.
- Maintain accurate records and ensure timely updates, submissions, and archiving.
- Review and improve policies, procedures, processes, and systems regularly.
- Provide technical engineering support to improve property services and ensure efficient building operations.
3. ESG Initiatives and Green Building Certification
- Plan and implement Building related ESG initiatives (eg. Recycling centre, etc) to support STFR’s sustainability agenda and responsible to maintain the silver rating for Green Building Index for the building and to upgrade rating.
4. Financial and Resource Management
- Plan and oversee tenancy management to maximize occupancy rates and achieve revenue targets.
- Manage the collection of parking and service charges to optimize revenue.
- Plan and monitor the utilization of Capital and Operating budgets.
- Ensure effective and prudent management of property management budgets and expenditures.
- Support team performance and growth through work reviews, coaching, and staff development.
5. Governance and Compliance
- Ensure all legal and statutory requirements (eg. Bomba, OSHA, DBKL, ST, etc.) for the building are complied with and all documents are properly archived in compliance with statutory requirements
- Control the building assets, keys, and technical documentation as custodian to ensure that all physical assets are accounted AND ensure compliance with all existing procurement policies and guidelines.
6. Stakeholders Management
- Develop plans and manage Board members’ expectations in meetings, events and functions.
- Provide advice with respect to property management and tenancy management.
- Plan, identify and implement proposals for approval by Building Operations EXCO and AICB Council.
- Establish and foster good professional relationships with stakeholders which includes tenant retention.
- Negotiate with prospective tenants on tenancy terms and conditions.
COMPETENCIES/SKILLS:
A blend of technical skills, strategic thinking, and management leadership maturity. It’s not just about maintaining a building but also about running it like a business-critical asset especially with regards to the tenancy revenue.

EXPERIENCE:
- 15+ years in property and facilities management including tenancies, construction and fitout experience
- Experience managing Grade A office buildings or institutional assets
- Exposure to regulatory bodies (DBKL, BOMBA) and audits in Malaysia
- A track record of managing both operations and capital expenditure projects
- A calm and steady personality under pressure
- Experience in handling legal contracts and agreements for tenancy, building operations and/or building construction is an added advantage.
QUALIFICATION:
- Minimum bachelor’s degree in engineering/architecture/facilities & estate management or equivalent.
- An MBA will be an additional advantage.
