Job Summary

The QAQC Manager is responsible for leading and overseeing the Quality Assurance and Quality Control (QAQC) functions across data centre construction projects, ensuring all construction, M&E installation, testing, and commissioning activities comply with project specifications, approved drawings, quality standards, and client requirements. The role involves developing and implementing quality management systems, managing inspection and testing activities, coordinating with clients, consultants, subcontractors, and project teams, and driving continuous improvement to achieve project quality objectives, minimize defects, and ensure successful project delivery and handover.

Key Responsibilities:

  • Quality Management System: Develop, implement, and maintain project Quality Management Plans (QMP), Inspection and Test Plans (ITP), quality procedures, and processes in accordance with ISO 9001, project specifications, and client requirements.
  • QAQC Leadership: Lead and manage the QAQC team, providing technical guidance, supervision, and support to ensure effective implementation of quality assurance and quality control activities across the project.
  • Quality Assurance & Control: Establish and monitor quality standards, procedures, inspection criteria, and testing requirements for all construction, M&E installation, and commissioning activities.
  • Project Quality Compliance: Ensure all construction works, materials, equipment, and installations comply with approved drawings, technical specifications, contract requirements, applicable codes, and regulatory standards.
  • Inspection & Testing: Oversee site inspections, material inspections, factory acceptance tests (FAT), site acceptance tests (SAT), and other quality verification activities to ensure compliance with project requirements.
  • Data Centre Quality Management: Manage quality requirements for critical data centre infrastructure, including electrical systems, mechanical systems, HVAC, fire protection, ELV, BMS, and integrated systems testing.
  • Document Control: Ensure proper management, review, approval, and maintenance of quality-related documentation, including method statements, ITPs, inspection checklists, test reports, material approvals, and as-built drawings.
  • Non-Conformance Management: Lead the identification, reporting, investigation, and resolution of Non-Conformance Reports (NCRs), Site Observation Reports (SORs), and quality defects, ensuring effective corrective and preventive actions.
  • Subcontractor & Supplier Management: Monitor and evaluate the quality performance of subcontractors, suppliers, and vendors, ensuring materials, workmanship, and deliverables meet project quality standards.
  • Audit & Inspection: Plan and conduct internal and external quality audits, site inspections, quality assessments, and compliance reviews to identify gaps and drive improvement.
  • Testing & Commissioning: Coordinate with construction, engineering, commissioning, and client teams to ensure quality requirements are fulfilled during pre-commissioning, testing, integrated systems testing, and final handover.
  • Client & Consultant Coordination: Act as the key point of contact for quality-related matters, coordinating with clients, consultants, authorities, subcontractors, and project stakeholders to resolve technical and quality issues.
  • Quality Performance Monitoring: Establish quality KPIs, monitor defect trends, track NCR closure rates, prepare quality performance reports, and present improvement recommendations to project management.
  • Risk Management: Identify potential quality risks, implement preventive measures, and ensure quality risks are addressed throughout design coordination, procurement, construction, installation, and commissioning.
  • Team Development: Conduct quality training, awareness programmes, and technical briefings to enhance quality competency and promote a culture of quality ownership among project personnel and subcontractors.
  • Continuous Improvement: Drive quality improvement initiatives, lessons learned, root cause analysis, and best practices to enhance project delivery, reduce rework, and improve overall construction quality.
  • Project Handover: Oversee the preparation, verification, and submission of final quality documentation, including test records, inspection reports, NCR close-out records, operation and maintenance manuals, and as-built documentation, ensuring smooth project handover.
  • Participate in project meetings and quality briefings as required.
  • Comply with Quality, Health & Safety Policies

Requirements:

  • Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Civil Engineering, or a related discipline.
  • Minimum 8–10 years of relevant experience in QAQC management within the construction industry, preferably in data centre, M&E, or large-scale industrial projects.
  • Proven experience leading QAQC teams and managing quality systems for complex construction and M&E projects.
  • Strong knowledge of ISO 9001 Quality Management Systems, construction standards, inspection procedures, and testing requirements.
  • Extensive experience in developing and implementing Quality Management Plans, Inspection and Test Plans (ITP), Method Statements, NCR management, and quality audits.
  • Good understanding of data centre infrastructure, including electrical, mechanical, HVAC, fire protection, ELV, and critical M&E systems.
  • Experience in testing, commissioning, integrated systems testing, and project handover for mission-critical facilities will be an advantage.
  • Strong leadership, communication, stakeholder management, analytical, and problem-solving skills.
  • Proficient in quality documentation, reporting, technical reviews, and quality performance monitoring.
  • Ability to work independently, manage multiple priorities, and coordinate effectively with project teams, clients, consultants, and subcontractors.
  • Willing to be based at the project site and travel as required.
  • Candidates with data centre MEP construction and commissioning experience will be highly preferred.

Working Hour

Monday to Friday 8.00am to 5pm

Saturday 8.00am to 12noon (Alternate)

Job Type: Contract

Pay: RM12,000.00 - RM18,000.00 per month
