The EHS Specialist is a Singapore-based, mid-level HQ role within Tera's EHS function. It consolidates and analyses weekly and monthly EHS data from Tera's country teams across the APAC region into a single HQ-level report, compiles and maintains the evidence base for Tera's ISO 45001/14001 certification, reviews contractor EHS prequalification, tracks regulatory change across Tera's operating countries, and provides continuity cover for Country EHS Managers during absence or vacancy. The role includes occasional regional travel to support site audits and country teams in person.
Key Responsibilities
Data Management and Reporting
- Capture and compile EHS statistics — incidents, near misses and good catches — from weekly site-level and monthly country-level submissions
- Consolidate these into a single HQ report ahead of Tera's monthly Management Meeting; align and standardise reporting templates across the APAC region, working directly with EHS HQ
- Consolidate EHS inspection findings and track follow-up actions through to closure
- Analyse EHS data to identify trends, leading indicators and recurring issues across sites and countries, and present insights through dashboards for EHS HQ and management
- Support annual risk and compliance reporting and submission, and coordinate the group's site audit schedule
ISO 45001/14001 Certification Support
- Compile and maintain the certification evidence base against the certification body's documentation and readiness requirements, across Singapore HQ and all in-scope sites
- Maintain Tera's EHS documentation and certification tracker, including Tier 5 records — environmental aspect register, risk register, training and competency matrix, document register and change assessment log
- Support internal audits and the annual management review — scheduling, evidence preparation, recording findings and tracking corrective actions to closure
- Coordinate site-level evidence submissions with Country EHS Managers ahead of certification and surveillance audits
Compliance and Assessment
- Collaborate with Country EHS Managers/Officers to review and update site-level EHS assessments
- Support contractor acknowledgement of Tera's HSSE rules, following up with Country EHS Managers/site EHS Officers as necessary
- Review contractor EHS prequalification and onboarding submissions against Tera's contractor governance standard, maintain the approved-contractor EHS register, and escalate non-conformances to Country EHS Managers
- Maintain and update the EHS escalation chart to reflect organisational changes
- Work with the Head of Public Policy and Country EHS Managers to track new and amended EHS regulations across Tera's operating countries, and compile corresponding action plans
- Update country legal registers as regulatory changes are identified, and track associated actions through to closure
Communication and Training
- Support development and distribution of EHS communications, including safety alerts and lessons learned
- Update and manage EHS induction materials, including slide decks, working with Country EHS Managers/Officers
- Assist with translation of EHS-related content as needed, across Tera's APAC teams
Document and Resource Management
- Organise and maintain all EHS documents and records, including the legal register and country-level playbooks and records
- Support coordination of PPE supplies for the HQ office and assist with procurement processes where required (site-level PPE remains owned by each site's Campus EHS Officer)
- Work with Country EHS Managers/Officers to develop and maintain a Safety Data Sheet (SDS) database for chemicals and hazardous materials in use across sites
Country Continuity Cover
- Provide continuity cover for Country EHS Managers during absence or vacancy — maintaining weekly and monthly reporting, document control and action tracking for the affected country
- Act as the HQ point of coordination for the affected country's Campus EHS Officers on reporting and documentation matters
- Escalate all decisions requiring EHS authority — including incident investigation sign-off, statutory notifications and stop-work — to the Senior EHS Manager at EHS HQ; the role does not hold statutory EHS appointments in any country
Program Support
- Provide key support for Tera's annual group-wide safety campaign, once established
- Support development and ongoing tracking of the EHS KPI/performance bonus scheme once the framework is finalised
- Assist with scheduling and documentation for the EHS Officer and Country EHS Manager interview process
- Assist EHS HQ with additional tasks and projects as assigned
Job Requirements
Must-Have
- Diploma or degree in Workplace Safety & Health, Environmental Science, or a related field
- 3–5 years of experience in an EHS/HSE-related role, including multi-site or multi-country exposure
- Sound understanding of HSE principles; data analytics skills including trend analysis and advanced Excel (pivot tables, lookups, charting)
- ISO 45001 and/or ISO 14001 certification at minimum internal auditor standard — in hand, or completion confirmed within 6 months of joining — with working knowledge of both standards
- Strong written and spoken English
- Based in Singapore, able to work directly out of Tera HQ
- Willing and able to travel within the APAC region on an occasional basis for site audits and in-person country team support
Strongly Preferred
- Experience consolidating data or reporting across multiple countries or business units
- Experience compiling evidence for, or participating in, ISO 45001/14001 certification or surveillance audits
- WSQ Specialist Diploma in Workplace Safety and Health (Level C) at minimum; NEBOSH International General Certificate or equivalent considered for candidates relocating from within the region
- Experience tracking regulatory change or maintaining legal/compliance registers across more than one jurisdiction
- Experience reviewing contractor EHS prequalification or onboarding documentation
- Experience building EHS dashboards in Power BI or an equivalent business intelligence tool
Nice-to-Have
- ISO 45001 or ISO 14001 Lead Auditor certification
- First Aid and CPR certification
- Additional language proficiency relevant to Tera's APAC teams
