Assistant Manager – Operations Performance

You will be part of the Population Health Transformation Division’s Operations Planning & Implementation team, supporting the delivery of Operations Performance workstreams across Healthier SG, National Schemes and Primary Care Transformation.

You will support day-to-day performance monitoring, reporting and data coordination, ensuring that operational issues, risks and follow-up actions are tracked accurately and addressed in a timely manner.

Key Responsibilities

1. Operational Performance Management

• Track operational milestones, key performance indicators and programme targets across assigned workstreams, and maintain accurate issue logs, action trackers and follow-up records.
• Prepare routine operational updates and management reports for internal and external stakeholders.
• Support planning norms reviews, KPI target setting, scenario modelling and programme performance assessments.
• Coordinate with branches and partners on data submissions, Standard Operating Procedure updates, operational readiness checks and implementation follow-through.
• Monitor operational performance and data trends to identify recurrent or emerging issues, process and data gaps, implementation risks and improvement opportunities, and recommend appropriate follow-up actions.
• Provide evidence-based recommendations to support prioritisation of workstreams and achievement of programme targets.

2. Data Analytics, Reporting & Sense-making

• Support PHTD branches, PHD and CSID-ODT in problem framing, development of data use cases and definition of routine/ad hoc reporting requirements.
• Perform trend analyses, data-quality checks and deep-dive reviews to support policy refinement, process optimisation and decision-making.
• Review reports and submissions for completeness, consistency and alignment with agreed definitions and national reporting requirements.
• Support dashboard development, indicator reviews and reporting enhancements to strengthen operational performance monitoring and reporting.
• Support responses to Healthier SG-related Parliamentary Questions, Quality Service Management matters and stakeholder queries by consolidating facts, validating data and preparing draft replies.

Job Requirements

• At least 3–5 years of relevant experience in healthcare operations, programme performance, data analytics or policy implementation.
• Good understanding of operational performance monitoring, data analytics, reporting and the use of data to support decision-making.
• Strong analytical, problem-solving and writing skills, with attention to detail and the ability to interpret data, derive insights and manage multiple priorities and deadlines.
• Ability to connect operational details to programme objectives, identify issues and escalate them with clear options or recommended actions.
• Collaborative team player with effective stakeholder coordination skills and confidence working with data, dashboards and management reports.
• Proficiency in Microsoft Excel and PowerPoint, including data analysis, reporting and visualisation; experience with dashboard or business-intelligence tools (e.g. Power BI) would be an advantage.
