Responsibilities

Summary

The Business Development Manager is responsible for leading the Company's business development activities by identifying and evaluating business opportunities, developing tender and commercial strategies, building strategic business relationships and networks, and driving revenue growth.

The role oversees the Business Development team, manages the opportunity pipeline, ensures strategic tender participation and works closely with Management and relevant departments to convert business opportunities into successful project awards.

The role is also responsible for developing and maintaining strong relationships with government agencies, GLCs, private sector organisations, corporate clients and strategic stakeholders to obtain market intelligence, identify potential business opportunities and establish early visibility of upcoming projects, procurement exercises and tender opportunities.

Key Responsibilities

1. Business Development & Growth Strategy

  • Develop and implement business development strategies aligned with Company growth and revenue targets.
  • Identify and evaluate new business opportunities from government agencies, GLCs, private sector organisations, corporate clients and other potential clients.
  • Monitor market trends, procurement plans and upcoming opportunities.
  • Proactively develop market intelligence through stakeholder engagement, industry networking, procurement plans and relevant procurement/tender platforms.
  • Monitor relevant procurement platforms, including ePerolehan, to identify, assess and track potential government tender and procurement opportunities aligned with the Company's business capabilities.
  • Maintain and review the business opportunity pipeline.
  • Develop and maintain a strategic network of contacts across government, GLC, private sector and relevant industry stakeholders to improve early visibility of potential business opportunities.
  • Recommend priority opportunities to Management based on value, potential, risk and strategic fit.

2. Tender & Opportunity Management

  • Lead and oversee tender, quotation and proposal activities.
  • Review major tender requirements, commercial potential and submission strategy.
  • Conduct bid / no-bid assessment before committing Company resources.
  • Ensure submissions are complete, competitive and submitted within the required timeline.
  • Review pricing and commercial proposals together with Management and relevant departments.
  • Monitor tender results, win rates and reasons for unsuccessful submissions.

3. Client, Government & Stakeholder Development

  • Build, develop and maintain strong professional relationships with government agencies, GLCs, private sector organisations, corporate clients, strategic partners and other key stakeholders.
  • Develop and maintain a strategic network of relevant contacts to obtain market intelligence and understand potential business needs, procurement plans, project requirements and upcoming opportunities.
  • Identify customer needs and potential future business opportunities.
  • Establish early visibility of potential projects, tenders, procurement exercises and business opportunities before formal tender or quotation issuance, where possible and through legitimate business engagement.
  • Attend client meetings, briefings, networking sessions, industry events and business discussions where required.
  • Lead important commercial discussions and negotiations.
  • Ensure professional and timely engagement with clients and stakeholders.
  • Represent the Company at relevant government, GLC, corporate and industry networking platforms to enhance the Company's business network and market presence.

4. Commercial & Business Performance

  • Evaluate opportunities based on revenue potential, margin, competition, capability and commercial risk.
  • Monitor sales pipeline, tender value, awarded projects and revenue contribution.
  • Analyse business development performance and identify areas for improvement.
  • Support Management in pricing, commercial positioning and strategic business decisions.
  • Identify new sectors, clients or business channels that may contribute to Company growth.
  • Provide Management with market intelligence and recommendations on emerging sectors, customer requirements, procurement trends and potential business opportunities.

5. Compliance & Handover

  • Ensure tender participation complies with client requirements, Company procedures and relevant procurement requirements.
  • Oversee the validity of key registrations, licences and supporting documents required for business participation.
  • Ensure successful awards are properly handed over to PMO and relevant departments.
  • Monitor critical post-award contractual documentation only until the formal project handover is completed.

6. Team Management & Reporting

  • Lead, supervise and provide direction to the Business Development team.
  • Assign opportunities, tenders and responsibilities according to priorities and workload.
  • Monitor team performance, submission quality and deadlines.
  • Review business development reports, opportunity pipelines and tender performance.
  • Provide regular business development updates and recommendations to Management.
  • Improve Business Development processes, tracking and reporting systems.
  • Provide direction and coaching to the team on opportunity identification, stakeholder engagement, tender strategy and commercial development.
  • Perform other duties assigned by Management.

Requirement

Education

  • Bachelor’s Degree in Business Administration, Business Development, Marketing, Management or related field.

Experience

  • Minimum 5 years of relevant experience in business development, tender management or related field, with supervisory or leadership experience.
  • Experience in government procurement, tender management and/or business development within government, GLC or private sector environments will be an advantage.

Technical Competencies

  • Strong understanding of business development, tender strategy, commercial evaluation and client management.
  • Strong negotiation, communication and stakeholder management skills.
  • Strong analytical and strategic thinking capability.
  • Able to manage multiple business opportunities and deadlines concurrently.
  • Proficient in Microsoft Office and relevant business/tender tracking tools.
  • Opportunity assessment and decision-making.

  • Proactive, accountable and professional.

Pay: RM7,000.00 - RM10,000.00 per month
