Responsibilities

Role Overview

We are seeking a senior IT Technical Service Delivery Manager to own end-to-end delivery of large-scale, complex enterprise IT projects — from solution design through to infrastructure-level implementation and go-live. This role combines deep technical solution architecture capability with hands-on delivery leadership: managing scope, budget, resourcing, risk, and multi-vendor coordination, while acting as the primary technical point of contact for client stakeholders. The successful candidate will be equally comfortable designing a solution down to the infrastructure/network layer and presenting it confidently to client executives and steering committees. This is a client-facing, delivery-accountable role suited to an experienced consultant ready to lead sizeable, multi-workstream engagements for enterprise and government-related clients.

Key Responsibilities

  • Own end-to-end technical service delivery for enterprise IT projects, from solution design through infrastructure-level implementation, testing, and go-live.
  • Lead solution architecture and design across network, security, systems/IT service management, and infrastructure domains (e.g. OpenText Fortify/SCA, AIOM, NNMi, SMAX; Fortinet; Cisco; Unify/OpenScape; DWDM/optical; AD/LDAP; VMware), ensuring designs are technically sound down tothe infrastructure level.
  • Manage delivery of large-scale, multi-workstream projects: budget, resource allocation, scheduling, risk and issue management,and coordination of subcontractors/vendors.
  • Serve as the primary technical point of contact and escalation owner for client stakeholders throughout the project lifecycle.
  • Lead and mentor project teams of consultants and engineers across multiple concurrent engagements.
  • Own project governance: status reporting, steering committee updates, change control, and risk/issue logs.
  • Lead solution design workshops and deliver presentations on technical proposals, architecture, and project status to client executives, steering committees, and internal leadership.
  • Contribute to pre-sales activities: solution design, effort estimation, SOW/RFP responses, compliance matrices, and client-facing presentations/pitches.
  • Ensure delivery quality and contractual compliance, particularly within enterprise/regulated (government-adjacent) client environments.
  • Drive continuous improvement of delivery methodology, templates, and best practices across the organisation.

Required Qualifications

  • Minimum 7 years of experience in IT solution delivery, technical consulting, or project/programme management within enterprise IT environments.
  • Proven track record independently delivering large-scale, complex, multi-workstream enterprise IT projects (network infrastructure, systems management, security, or related domains).
  • Strong solution design capability — able to architect end-to-end solutions and translate them down to infrastructure and network implementation detail.
  • Broad working knowledge across enterprise technology domains (network infrastructure, cybersecurity tools, systems/IT service management platforms, virtualization, directory services).
  • Demonstrated experience managing project budgets, resource planning, and delivery governance for sizeable, multi-stakeholder engagements.
  • Excellent presentation and communication skills — able to present confidently and persuasively to senior client stakeholders, steering committees, and executives.
  • Strong stakeholder management, negotiation, and client relationship skills, particularly within enterprise/regulated(government-adjacent) environments.
  • Degree in Information Technology, Computer Engineering, Computer Science, or a related field — or extensive equivalent practical experience.
  • Open to Singapore Citizens and Singapore Permanent Residents only.

Preferred / Advantageous

  • Direct, hands-on experience with OpenText solutions(Fortify/SCA, AIOM, NNMi, SMAX) and/or Fortinet, Cisco, Unify/OpenScape, or DWDM/optical systems.
  • PMP, PRINCE2, ITIL Managing Professional/Expert, or TOGAF certification.
  • Experience leading proposal/procurement responses(SOW/RFP, compliance matrices, contract language negotiation) for government-related or regulated clients.
  • Prior people-management experience, leading teams of consultants and engineers.
  • Understanding of cloud infrastructure (e.g. AWS, Azure, GCP, hybrid environments) alongside on-premises enterprise infrastructure.

Other Requirements

  • Based in Singapore; willing to travel to client sites for workshops, steering committees, and go-live support as required.
  • Reports to Head of Delivery / Director; oversees project consultants and engineers across assigned engagements.
