Responsibilities

Job Overview:

Systems Limited is looking for a Program Manager to lead the end-to-end planning, execution, governance, and successful delivery of large-scale telecommunications technology programs. The role provides senior program leadership across multiple concurrent workstreams, including BSS/OSS transformation, CRM, billing, order management, and digital channels, ensuring delivery is on time, within budget, and aligned with agreed quality and contractual standards.


Responsibilities:

  • Lead the end-to-end delivery of complex telecommunications programs, managing scope, schedule, budget, quality, risks, and dependencies across multiple concurrent projects and workstreams.
  • Develop and maintain integrated program plans, roadmaps, and governance frameworks, aligning delivery with the client's strategic and commercial objectives.
  • Serve as the primary point of accountability to telco client stakeholders and executive sponsors, managing expectations, reporting, and relationship health.
  • Establish and chair program governance forums steering committees, program boards, and status reviews providing transparent reporting on progress, risks, issues, and financials.
  • Manage program financials budgets, forecasts, revenue recognition, resource costs, and margin ensuring commercial performance across Fixed Cost and Time & Material engagements.
  • Direct cross-functional and multi-vendor delivery teams (business analysts, solution architects, developers, QA, and operations), including onshore and offshore resources.
  • Oversee risk, issue, and change management, implementing mitigation strategies and enforcing structured change-control processes to protect delivery outcomes.
  • Ensure adherence to program delivery methodologies (Agile, Waterfall, or hybrid) and to the client's SDLC, quality, security, and compliance standards.
  • Coordinate SIT, UAT, migration, cutover, and go-live activities, ensuring readiness, business continuity, and successful transition to operations.
  • Drive resource planning, capacity management, and stakeholder communication across the program lifecycle.
  • Provide leadership, mentoring, and performance management to project managers and delivery leads within the program.
  • Identify opportunities for account growth and service expansion, supporting proposals and statements of work in coordination with account management


Requirements:

  • Bachelor's degree in computer science, Engineering, Information Technology, Telecommunications, or related discipline (Master's / MBA preferred).
  • Minimum 12+ years of overall IT/telecom experience, including 6+ years in program or senior project management of large-scale technology programs.
  • Proven track record of delivering telecommunications, BSS/OSS or digital transformation programs (CRM, billing, order management, charging, provisioning, or digital channels).
  • Demonstrated experience managing multi-million-dollar programs, multi-vendor teams, and complex client stakeholder environments.
  • Strong command of program/project management methodologies and tools Agile/Scrum, Waterfall, PMBOK, Jira, MS Project.
  • Excellent financial, commercial, and contract management acumen across Fixed Cost and T&M engagements.
  • Outstanding stakeholder management, executive communication, negotiation, and leadership skills.
  • Relevant professional certifications strongly preferred: PMP, PRINCE2, PgMP, Certified Scrum Master (CSM/PSM), and/or ITIL.
  • Prior experience working with telecom operators in the APAC region is highly desirable.
