SENIOR PRINCIPAL ASSISTANT DIRECTOR INVESTIGATION & ENFORCEMENT DIVISION
Candidates applying for the position must possess the following qualifications:
- A bachelor’s degree in economics, Law, or other related fields recognized by the Government from a local higher education institution, or a recognized equivalent qualification; OR
- A recognized bachelor’s degree with Honours from a local higher education institution, or a recognized equivalent qualification.
Additional Requirements:
- Candidates must possess a minimum of twelve (12) years of work experience in the field of investigation and enforcement, or other related fields. Preference will be given to candidates with knowledge of competition policy and laws, whether domestically in Malaysia or internationally;
- Candidates must possess knowledge of Government policies, including experience interfacing with Government departments and agencies;
- Candidates must demonstrate excellent writing and communication capabilities in both Bahasa Malaysia and English. Proficiency in a third language is considered an added advantage;
- Candidates must possess strong analytical and problem-solving skills; and
- Candidates must be proficient in leading teams and capable of cultivating strong relationships with stakeholders at various levels.
In addition to the required relevant experience and mass communication knowledge, candidates should portray the following:

Core Responsibilities:
(i) Market Enforcement Section
- Lead the Market Section and manage its comprehensive operations;
- Supervise the handling of complaints and enquiries received by the Commission, which includes meeting complainants and recording incoming complaints;
- Supervise research and studies concerning any complaints, MyCC initiatives, and Ministerial directives related to infringement activities under the Competition Act 2010;
- Supervise the preparation of complaint assessment reports for every received complaint;
- Supervise the secretariat in facilitating Complaint Assessment Review Team (CART) meetings;
- Supervise the drafting and preparation of closing letters issued to complainants;
- Supervise the maintenance of statistics involving enforcement activities;
- Manage the execution of search and seizure activities;
- Manage procedures involving case appeals at the appellate or judicial review stages; and
- Supervise the preparation of commentary in response to Government requests concerning competition issues.
(ii) Bid Rigging Section
- Lead the Bid Rigging Section and manage its comprehensive operations;
- Review assessment reports regarding bid rigging complaints;
- Direct investigations for complaints, MyCC initiatives, or Ministerial directives that contain valid competition issues related to bid rigging;
- Spearhead the presentation of bid rigging investigation reports to Commission Members;
- Ensure the units responsible for the database, evidence management, Intellix system, and administration operate according to established procedures, taking corrective action where necessary;
- Coordinate activities regarding investigation file access and oral representations;
- Coordinate the annual planning for the Bid Rigging Section;
- Plan and coordinate the review and development of Standard Operating Procedures (SOPs) for the section.
(iii) Administration and Evidence Management Section
- Lead the Administration and Evidence Management Section and manage its overall administration;
- Plan for highly efficient evidence management processes;
- Coordinate the activities of the Administration Unit;
- Ensure all incoming and outgoing documents within the Investigation and Enforcement Division are systematically recorded;
- Plan operations for search and seizure activities;
- Manage the formal delivery of decision notices to implicated companies;
- Coordinate access sessions to investigation files and manage oral representation sessions; and
- Perform any additional tasks as assigned by HOD/CEO as needed.
