About the Role

Purnama Solution (M) Sdn. Bhd. is seeking an experienced, hands-on Head of HSE / Safety & Health Officer (SHO) to establish, lead and continuously strengthen the company's Health, Safety & Environment function.

This is a corporate HSE leadership position based at Purnama's HQ in Shah Alam Seksyen 22, with regular travel to active project sites throughout Malaysia.

The successful candidate will be responsible for developing a consistent company-wide safety management framework across Purnama's engineering and infrastructure operations, including:

  • High Voltage and Power Infrastructure
  • TNB-related works
  • OPGW / Transmission works
  • Data Centre construction
  • Telecom and Fibre Infrastructure
  • HDD and Underground Utilities
  • Civil Construction
  • Excavation and Open-Cut Works
  • Roadworks and Traffic Management

Mandatory Requirement

Applicants must currently hold valid registration as a Safety & Health Officer (SHO) with DOSH/JKKP Malaysia.

Candidates without valid SHO registration will not be considered for this position.

Key ResponsibilitiesHSE Department Development & Leadership

  • Establish and develop Purnama's central HSE Department.
  • Develop company-wide HSE policies, procedures, standards and operating controls.
  • Establish clear HSE governance across multiple projects and business divisions.
  • Lead, supervise and provide technical direction to Site Safety Supervisors (SSS) and other project safety personnel.
  • Establish consistent safety standards across all Purnama project locations.
  • Advise CEO, COO and project leadership on significant HSE risks and corrective actions.

Site Safety & Operational Assurance

  • Conduct scheduled and unannounced HSE audits and site inspections.
  • Monitor project compliance with company, client and applicable statutory HSE requirements.
  • Review HIRARC, JSA/JHA, RAMS, Method Statements and Permit-to-Work controls.
  • Review the safety readiness of new projects before mobilisation.
  • Identify unsafe acts, unsafe conditions and weaknesses in operational controls.
  • Ensure corrective actions are implemented and formally closed out.

The role will oversee high-risk activities including:

  • High Voltage and electrical works
  • OPGW and transmission-related activities
  • Working at Height
  • Lifting and crane operations
  • Excavation and trenching
  • HDD operations
  • Underground utility works
  • Scaffolding
  • Heavy plant and machinery
  • Traffic management and roadworks
  • Data Centre construction activities

Stop Work & Risk Escalation

  • Exercise and support Stop Work Authority where there is a serious or imminent safety risk.
  • Escalate major HSE risks directly to senior management.
  • Ensure work only resumes after critical safety concerns have been adequately addressed.

Incident Investigation & Corrective Action

  • Lead investigations involving accidents, incidents, dangerous occurrences and significant near misses.
  • Conduct structured Root Cause Analysis.
  • Develop corrective and preventive actions.
  • Monitor NCRs, safety observations and corrective actions until closure.
  • Identify recurring trends and recommend preventive measures to management.

Competency & Compliance Management

  • Establish and maintain company-wide HSE competency and certification registers.
  • Monitor expiry and validity of applicable safety qualifications and competency certificates.
  • Ensure personnel assigned to high-risk activities hold the required training and competency.
  • Support HSE induction, toolbox programmes, refresher training and management safety awareness.

HSE Reporting & Management System

  • Develop HSE KPIs and management dashboards.
  • Prepare monthly HSE performance reports for CEO/COO.
  • Track leading and lagging safety indicators.
  • Establish inspection, audit, NCR, incident and near-miss reporting systems.
  • Coordinate Safety & Health Committee activities where applicable.
  • Support the implementation and development of an ISO 45001-aligned HSE Management System.

Client, Consultant & Subcontractor Management

  • Represent Purnama on HSE matters with clients, consultants, main contractors and relevant stakeholders.
  • Attend project safety meetings when required.
  • Assess subcontractor HSE capability and performance.
  • Ensure subcontractors comply with Purnama's HSE requirements.
  • Support project teams during client and external HSE audits.

Requirements

  • Valid DOSH/JKKP registration as a Safety & Health Officer (SHO) – Mandatory.
  • Diploma or Degree in Occupational Safety & Health, Engineering, Construction or a related discipline.
  • Preferably 10 years or more relevant HSE experience within construction, infrastructure, utilities, engineering or EPC environments.
  • Previous experience leading safety personnel or managing multiple project locations is strongly preferred.
  • Strong practical knowledge of HIRARC, JSA/JHA, RAMS, PTW, Method Statements, incident investigation and corrective-action management.
  • Strong understanding of Malaysian occupational safety and health requirements.
  • Able to communicate confidently with workers, Site Supervisors, Project Managers, clients, consultants and senior management.
  • Strong reporting, investigation and problem-solving abilities.
  • Able to work independently and make sound safety decisions.
  • Must possess a valid driving licence and be willing to travel regularly to project sites throughout Malaysia.

This position requires a field-oriented HSE leader with strong operational judgement, not someone whose experience is limited mainly to safety documentation.

The successful candidate should be comfortable:

  • Visiting active construction sites regularly.
  • Challenging unsafe practices professionally.
  • Working closely with operations without compromising safety standards.
  • Coaching and developing SSS personnel.
  • Investigating incidents thoroughly.
  • Identifying risks before an accident occurs.
  • Communicating difficult safety issues directly to management.
  • Developing practical solutions that allow work to proceed safely.
  • Building systems and processes from the ground up.
