Purpose of the WSH Office

The WSH Office is PCF’s central workplace safety and health centre of expertise. It sets enterprise direction, develops the WSH management framework, drives organisation-wide programmes, provides professional guidance, analyses risk and incident trends, and gives assurance to management that WSH controls are designed and operating effectively. Its purpose is to help make every PCF workplace safer for employees, children, seniors, contractors and visitors.

Role Purpose

Translate PCF’s WSH strategy and framework into practical programmes, controls and assurance activities across centres and HQ. The Senior Manager is the lead technical practitioner, ensuring that risk management, incident learning, audits, training and corrective action follow-through are consistently implemented and useful to operations.

Key Accountabilities

• Lead day-to-day implementation of the WSH work plan, coordinating programme delivery, priorities, resources, timelines and reporting.
• Act as the lead technical resource on WSH legislation, risk management, workplace inspections, incident investigation, control design and safe work practices.
• Develop and maintain WSH policies, standards, toolkits, audit protocols, templates and guidance in plain, operational language.
• Build and run the Risk Assessment support model for Centres, including coaching, clinics, and quality review.
• Plan and deliver central safety programmes and campaigns, including leadership engagement, training, near-miss learning, common hazard prevention, emergency preparedness and contractor controls.
• Lead or supervise incident reviews and root-cause analyses for significant or recurring events, convert lessons into preventive actions, updated controls, and targeted learning.
• Develop the annual risk-based assurance plan and lead site audits, thematic reviews and follow-up validation across preschool, senior-care and HQ locations.
• Manage corrective and preventive action tracking, challenge overdue or weak responses, and escalate material gaps.
• Produce accurate dashboards and management reports on incidents, risks, audit findings, action closure, programme implementation and emerging trends.
• Support regulatory submissions, external audits, certification activities and engagement with specialists.

Job Holder Requirements

Qualification: Recognised WSH-related degree, specialist diploma or equivalent professional qualification.
Experience: At least 5 years of WSH experience, including hands-on implementation of safety programmes, management systems, audits, workplace inspections and incident investigations.

Other Knowledge / Skills / Attributes:

• Registered Workplace Safety and Health Officer with the Singapore Ministry of Manpower.
• Demonstrated experience working across multiple sites and engaging operational teams. Experience in preschool, early childhood, eldercare, healthcare, community care or a comparable service environment is advantageous.
• Strong working knowledge of Singapore WSH legislation and risk management requirements. Familiarity with ISO 45001, internal auditing and adult learning is advantageous.
• Strong report-writing, data analysis, facilitation and project management skills.
