Responsibilities
Salling Search is currently recruiting for an
Operations Manager (HSQE and Compliance)
for a marine services company. This senior role owns regulatory compliance, HSQE governance, ROV accreditation and the statutory readiness of the company's boats, divers and crew. It also leads client communication on operational days. You will report to the Head of Office / Managing Director and manage ROV Operators and Senior Operations Executives.
Responsibilities
Develop, maintain and continuously improve company HSQE manuals, procedures, SOPs and risk assessments, in line with WSH Council guidelines and corporate and project requirements
Lead all audits, regulatory inspections and external compliance reviews, including IACS, Flag, MPA, PSA, CDAS, oil majors, clients and other third parties
Maintain and track all company certifications, and act as the main contact for auditors and regulatory bodies
Keep the company aligned with SS 511 and Singapore statutory diving regulations, and make sure the company is always ready for audits
Make sure diver medicals, training and certifications, as well as crew licences, safety courses and MPA requirements, stay current
Oversee statutory certification, insurance renewals, licensing and machinery readiness (including PMS) for the company's fleet of dive support boats, so that no boat has downtime because of a compliance lapse
Maintain a compliance renewal matrix with advance alerts
Obtain and maintain PSA accreditation and operational approvals for berth ROV operations, and make sure ROV documentation, procedures and operator competency stay compliant
Conduct regular HSE inspections offshore, onshore and at project sites, lead risk assessments and make sure mitigation controls are in place
Investigate incidents and near misses, run root cause analysis and put preventive measures in place
Organise safety inductions and competency programmes, run monthly safety meetings, and track safety KPIs and HSQE statistics
Lead emergency response preparedness and drills
Lead client communication during operations, keeping to a structured update schedule and stepping in quickly if a communication gap arises
Act as the compliance authority on purchases that affect certification or statutory requirements, and give regulatory clearance before new equipment is activated
Work with the procurement, finance and commercial teams, and cover for the other Operations Manager when needed
Requirements
Degree or Diploma in Marine or Offshore Engineering, Nautical Studies, Occupational Safety and Health, or a related field
At least 5 years of HSQE, compliance or operations experience in commercial diving, offshore or marine services, including people management
Strong working knowledge of SS 511, the WSH Act, and MPA and PSA requirements
Experience leading audits by class, flag, oil majors or clients, and working with ISO management systems
Proven experience in risk assessment, incident investigation and root cause analysis
Registered WSH Officer, NEBOSH or equivalent safety qualification is an advantage
Familiarity with ROV operations and dive systems is an advantage
Strong communication and client management skills, and confident handling clients during live operations
Able to work on site and offshore as required
