JOB PURPOSE:
- To be responsible for general management and overall performance of FAB PJSC, Labuan branch (“FAB Labuan”)
- To manage and to expand the existing portfolio of Malaysian Wholesale Banking Group and Investment Banking Group Clients and originate new relationships within WBG clients in Thailand, and Philippines.
- To demonstrate leadership skills, appropriate business acumen and judgment and effective financial management ability, in addition to the demonstration of ability in developing and enforcing a strong risk and compliance culture that is applicable to FAB Labuan.
- To exercise oversight responsibilities in ensuring FAB Labuan’s compliance with internal policies, laws and regulations. The exercise of such responsibilities shall be coordinated with respective group heads responsible for region and group functions as well as those responsible for GCC and international operations at Head Office.
- To plan, formulate and implement FAB’s business strategy for Labuan branch and deliver profitable business growth by optimizing resource allocation that is consistent with FAB Group strategy and policies.
- To become the senior country representative and approved person for FAB in Malaysia and other countries within SEAA coverage footprint as may be so assigned and shall accordingly exercise responsibilities over all business activities and key relationships, inclusive of those with regulatory authorities and key client relationships.
- To identify companies and sovereign linked companies that are domiciled within the SEA coverage footprint (Thailand & Philippines) and to formulate appropriate approaches, and strategies when building up banking relationships with such companies and entities.

TASK
Oversight & Governance
- Establish oversight and management control for country operations in compliance with FAB group policies and mandate and local regulatory requirements.
- Maintain good working relationships with relevant group functions for purposes of ensuring robust communication and co-ordination in the execution of country and other related oversight and control functions
- Undertake periodic review and assessment of oversight, governance and control risk related functions for the country and ensure that the control and governance framework as designed, devised and implemented is operationally effective.
- Ensure effectiveness in the preparation and transmission of management information such that robust oversight, monitoring and control over operational and compliance risk can be achieved.
Strategy & Planning
- Identify key revenue generating opportunities in the corporate l banking markets within Thailand and Philippines
- Lead the formulation and implementation of Labuan strategy based on the business objectives of the FAB Asia and FAB wholesale banking group
Business Leadership
- Drive the strategy for FAB Labuan’s business towards achieving Labuan branch’s financial goals and KPIs.
- Develop country plan including budget and operating model in line with FAB Asia’s business strategy and in conjunction with that of relevant business lines, support and enablement functions, by ensuring compliance at all times with internal policies, regulatory requirements, relevant industry standards and codes of conduct.
- Communicate FAB Group and FAB Asia’s vision, mission and strategy to country employees on a regular basis such that a greater sense of belonging and ownership can be cultivated and imbued amongst country employees.
Client Relationship Management & Business Promotion
- Manage the existing portfolio of Malaysia corporate & investment banking clients and prospective portfolio of assigned corporate client group within Thailand and Philipinnes with the objective of growing the wallet size through good working relationships, timely dispensed good quality services, products and solutions
- Expand existing and build new client and counterparty relationship by widening products and solutions offering and identifying new relationships which will drive revenue growth in line with approved business strategies and risk management framework.
- Identify and formulate a targeted approach for the implementation of a business plan for new business acquisition and growth in the existing portfolio when building relationships with companies and sovereign linked companies that are domiciled within the SEA coverage footprint.
- Collaborate with the regional teams in Asia as well as with those in Head office functional teams such that appropriately structured products and solutions can be delivered timely and with quality to clients without compromising FAB’s interest.
- Maintain a good understanding of customer requirements and assist/resolve customer’s complaints or attend to requests in a timely manner
- Ensuring credibility with clients by maintaining detailed knowledge of current market conditions and competitors’ products & services
Operations
- Develop and maintain close working relationship with all business and support units in Asia Pacific and in Head Office for the purpose of supporting business initiatives and revenue growth.
- Ensure continuous alignment with the UAE/global operating model of FAB’s centralised operations in terms of organisation structure, risk management, control & reporting methodologies, business capabilities & end-user/customer experience and systems/processes.
- Maintain financial budget accountability for operations expenses, manpower and investments (if any and excluding financing assets).
- Ensure that all new product initiatives and new processes are properly documented, analysed and signed off by all stakeholders prior to implementation
Risk and Compliance
- Ensure compliance with all internal and external controls (regulation, policies and guidelines) including without limitation, Anti-Money Laundering and Terrorists Financing regulations.
- Ensure that “Know Your Customer” process is up-dated periodically and where appropriate, through market checks and financial performance review such that whenever a requirement that warrants escalation to the relevant business heads and internal counterparties is made, the corresponding decisions that followed therefrom can enable a better management of reputation and regulatory compliance risks.
- Develop and maintain good working relationships with relevant regulators in host jurisdiction.
- Establish open lines of communications with the local regulators to ensure that the regulators are keep apprised of all matters pertinent to the country operations, offerings of products, solutions and services and other licensing related matters. Where appropriate, Group Legal and Compliance will be involved in such communications. Timely disclosure of statutorily prescribed reports and periodic liaison with regulators will be made, where required or deemed appropriate.
- Instill a culture of regulatory and policies compliance and risk awareness at FAB Labuan.
- Ensure that the internal risk control framework and policies as well as other risk control and management related regulations and policies as prescribed statutorily are applied when managing FAB Labuan.
- Responsible for governance and risk control matters in tandem with performance of role as member of FAB Labuan’s Risk Management Committee (“RMC”), EXCO Committee (“EXCO”) and Asset & Liability Management Committee (“ALCO”).
- Provide reports on the state of the business to senior management and the Board
- Perform other duties as directed by the Management from time to time
Credit Portfolio Management
- Review, evaluate, assess and recommend all credit proposals before submission to credit approving authorities i.e. BRC, ICEC and any other credit committees
- Actively manage and monitor the performance of the credit portfolio
- Provide input in the evaluation of potential credit facilities, identify cross sell opportunities and ensure completion of review on existing credit facilities without compromising internally prescribed credit approval policies and guidelines.
People Management
- Lead the development and embedding of FAB’s culture and standards in relation to carrying of its business and the behavior of its staff.
- Create an open environment that supports and nurtures learning and communication
- Establish career path for each member of the FAB Labuan branch, and plan and support their respective career development and aspirations.
- Motivate and regularly coach members of FAB Labuan to ensure that they attain a high level of performance, discipline and technical competency
- Promote knowledge sharing and skills development initiatives
- Ensure that performance appraisal is made for each of the business units and individuals in a fair, objective and transparent manner with the aim of motivation and attainment of improved performance.
- Responsible for talent acquisition, management, motivation and retention by ensuring appropriate objectives setting, performance management and remuneration and reward disbursal are enforced in accordance with FAB group policies.
- Ensure that wherever required, statutorily imposed “Fit and Proper” criteria are met by employees who are required to satisfy such criteria.
- Responsible for ensuring employee engagement achieved expected levels of satisfaction and where required, adequate and effective follow up on key issues arising from Global People Survey is to be achieved.
- Working in collaboration with HR, implement succession planning process for critical positions by identifying suitable high potential human resources for development through effective coaching and mentoring.
QUALIFICATIONS & EXPERIENCE:
Minimum Qualification
Level of Education – Degree in business Studies / Other related disciplines
Minimum Experience
Years of Experience - Minimum 20 years relevant experience in the banking sector of which a minimum of 10 years in managing and developing portfolio of commercial/corporate clients. A good understanding and knowledge of standard corporate, investment banking, global markets products and services and credit analysis.
