About the Role

We are looking for an experienced Senior Manager (Environment, Health and Safety - EHS) to support the Head of EHS in strengthening the University’s environment, health and safety framework, programmes and practices across our education, research, facilities and operational activities.

You will play an important role in shaping and implementing EHS strategies and initiatives, translating regulatory requirements, emerging risks and organisational priorities into practical and effective solutions.

As a senior EHS professional, you will provide credible, risk-based advice across workplace safety and health, risk management, contractor safety, fire safety, emergency preparedness and related EHS matters. You will also lead improvement initiatives, strengthen operational assurance and work with stakeholders across the University to build greater ownership and capability in safety.

What You Will Do

• Support the development and implementation of the University’s EHS strategy, annual operating plans and priorities.
• Lead the development, review and continual improvement of workplace safety and health policies, standards, procedures and programmes.
• Provide professional advice on Singapore Workplace Safety and Health requirements, risk management, relevant codes of practice and EHS matters.
• Strengthen risk management practices, including risk assessments, safe work procedures, permit-to-work controls and management-of-change arrangements.
• Plan and lead workplace inspections, compliance audits and safety reviews, and ensure appropriate follow-up on corrective actions.
• Strengthen contractor safety management across the contractor lifecycle, working closely with Procurement, Facilities Management, project owners and other stakeholders.
• Support and enhance the University’s fire safety and emergency preparedness arrangements, including emergency exercises and evacuation planning.
• Lead or support investigations into workplace incidents and near misses, identify root causes and recommend sustainable corrective and preventive measures.
• Support the management of occupational health, environmental, hazardous materials and waste-related risks where required.
• Analyse EHS performance, trends and emerging risks and provide clear recommendations to management.
• Lead cross-functional EHS projects, training, engagement and capability-building initiatives.
• Build strong working relationships with faculty, researchers, students, professional staff, contractors, regulators and other external stakeholders.
• Coach and guide EHS team members and safety-role holders, and deputise for the Head of EHS on selected matters when required.

What We Are Looking For

• Professional training in Engineering, Science, Occupational Safety and Health, or a related discipline.
• At least 10 years of relevant and progressive experience in workplace safety and health, or an equivalent combination of experience and demonstrated professional capability.
• Current registration as a Workplace Safety and Health Officer with the Singapore Ministry of Manpower.
• Strong working knowledge of Singapore WSH legislation, risk management principles, relevant codes of practice and recognised industry standards.
• Demonstrated experience in contractor safety management, including risk assessments, safe work procedures, permit-to-work systems, contractor assurance and field inspections.
• Experience in workplace inspections, compliance audits, incident investigations and corrective-action management.
• Sound knowledge of fire prevention, emergency preparedness and operational fire safety requirements.
• Experience contributing to EHS strategy and annual planning, and leading safety programmes, cross-functional projects or organisational improvement initiatives.
• Strong project management, communication, presentation, negotiation and stakeholder-influencing skills.
• Ability to exercise sound professional judgement, manage competing priorities and work independently in a complex stakeholder environment.

Advantageous to Have

• Certification and eligibility for appointment as a Fire Safety Manager with the Singapore Civil Defence Force.
• Experience in an Institute of Higher Learning, research institution, healthcare environment, technology organisation or another complex, multi-stakeholder workplace.
• Knowledge of occupational health and safety management systems such as ISO 45001.
• Experience in emergency management or Company Emergency Response Team activities.
• Relevant qualifications in auditing, incident investigation, training or contractor safety management.
