Job description:
The Regional QHSE Manager – APAC provides regional leadership, governance and hands-on support for the implementation, monitoring and continual improvement of quality, health, safety and environmental programs across Asia-Pacific. The role supports consistent adoption of the NV5 Integrated Management System (IMS), applicable legal and client requirements, and corporate QHSE objectives across diverse countries and project environments. Working in partnership with regional and country management, project teams and field personnel, strengthens QHSE culture, improves service delivery and reduces organizational risk through practical guidance, assurance activities, measurable objectives and timely corrective action.
Responsibilities:
1. Providing regional leadership and governance for the Integrated Management System:
· Partnering with the APAC Regional GM/VP, Country Managers and operational leaders to establish regional QHSE priorities, objectives, targets and improvement plans aligned with corporate strategy;
· Driving consistent adoption of NV5 IMS requirements across regional entities, offices, shops, projects and field locations while allowing controlled localization for applicable legal and client requirements;
· Providing functional direction, coaching and technical support to country and project QHSE personnel;
· Identifying regional training and competency needs and overseeing delivery of appropriate QHSE learning initiatives;
· Supporting tender, client-prequalification, project-mobilization and project-specific QHSE planning activities; and
· Promoting lessons learned and consistent good practice across APAC operations.
2. Managing regional risk, incidents and compliance:
· Establishing practical processes for identifying, assessing and controlling operational, project, contractor and environmental risks;
· Maintaining a framework to track, interpret and communicate applicable APAC legal, regulatory, certification and client requirements, supported by local specialists where necessary;
· Defining incident classification, notification, escalation and investigation requirements;
· Leading or overseeing investigations of serious, high-potential, recurring or regionally significant QHSE incidents and assuring the quality and timely closure of corrective actions;
· Coordinating local requirements for regulatory notification, workers’ compensation, injury management and return-to-work programs with management, Human Resources, Legal and insurers; and
· Escalating material QHSE risk or non-compliance to regional and corporate leadership and exercising stop-work authority where there is imminent danger, in accordance with company policy and applicable law.
3. Providing assurance and driving continual improvement:
· Developing and delivering a risk-based regional audit and inspection program covering offices, shops, long-term sites, outage work and other project locations;
· Planning and conducting internal and external system audits involving clients, registrars, accreditation bodies, contractors and suppliers;
· Monitoring, analysing and reporting agreed QHSE indicators, trends, serious events, client complaints, NCRs and corrective-action status to regional and corporate management;
· Supporting regional management reviews and ensuring actions and continual-improvement plans have clear ownership, due dates and effectiveness checks;
· Overseeing quality controls relevant to service delivery, including competence or proficiency, equipment calibration, document control, product or service audits and non-conformance management;
· Reviewing the effectiveness of environmental controls, emergency preparedness and contractor QHSE arrangements; and identifying systemic and recurring issues and coordinating sustainable improvements across countries and projects;
Operational and country management retain primary accountability for QHSE performance within their operations. The Regional QHSE Manager establishes the framework, provides specialist guidance, conducts assurance, verifies corrective-action effectiveness and escalates material risk.
Knowledge and technical expertise:
· Interpretation and application of applicable QHSE legislation, regulations, standards, client requirements and internal procedures across multiple APAC jurisdictions;
· Working knowledge of ISO 9001, ISO 14001 and ISO 45001 management systems;
· Incident classification, notification, investigation, root cause analysis, lessons learned, NCR, CAR and verification-of-effectiveness processes;
· Risk management, project-specific QHSE planning, high-risk work controls, permit-to-work systems and contractor or supplier assurance;
· Quality tools and methodologies, including process mapping, PFMEA, the seven quality tools, audit techniques and Lean or continuous-improvement principles;
· Environmental aspects and impacts, waste and spill controls, hazardous materials, environmental incident response and applicable reporting obligations;
· Workers’ compensation, injury management and return-to-work principles, recognizing that requirements differ by jurisdiction.
Skills and abilities:
· Demonstrated QHSE leadership that can be translated into practical guidance for operations and project teams;
· Excellent coaching and influencing skills, including the ability to achieve results outside formal reporting lines;
· Sound judgement, independence and action orientation when responding to serious incidents, material non-compliance or imminent risk;
· Strong analytical, problem-solving, report-writing and presentation skills;
· Ability to work effectively across cultures, countries, time zones and a matrix organization;
· Professional fluency in English or another APAC language is an advantage
· Ability to engage local legal or technical specialists where country-specific interpretation is required.
Pay: Up to RM20,000.00 per month
