The Project Manager drives the successful delivery of the strategic projects at Tepong Plant.

As this involves a brown field site development and interface with external companies (Jurong Port) stakeholder management becomes critical, as they balance priorities and manage expectations from business needs, operational risk (SIMOPS) and regulatory compliance.

This role ensures alignment with Organization's strategic objectives through comprehensive planning, execution, and delivery oversight.

The role ensures compliance to Organization's safety, OMS and CVP stage gate project processes.

This role involves major transformation project at Tepong plant to expand lubricant manufacturing capacity critical for the lease extension up to 2050.

• Project management: Develop and implement detailed project scope, plans, budgets,resource allocation, and delivery roadmaps for a brownfield development project. Coordinate across engineering and construction teams, plant operation to ensure project alignment with organization’s strategic plan.
• Engineering: Demonstrate a strong understanding of engineering design, organization’s design standards, international code and standards, cost estimation, construction strategy in brown field development, industrial best practices, and local regulatory requirements for building and infrastructure.
• Commercial Acumen: Demonstrate a strong commercial acumen with the ability to understand project financial, manage budget, negotiate contracts, and optimize cost-performance outcomes without compromising quality or compliance.
• Safety Leadership: Embed a safety-first mindset by integrating safety protocols and organization's HSSE management plan into every phase of the project lifecycle.
• Risk and change management: Identify, evaluate, and mitigate risks to project success. Proactively address issues and adapt plans to manage changes effectively while ensuring project objectives remain achievable. Drive risk assessment and mitigation actions at each stage of the project.
• Stakeholder alignment and engagement: Build strong relationships with business, technical, operation, external parties such as engineering contractor, sub-contractor and local authority to maintain alignment on goals, requirements, and delivery priorities. Act as a communication link and to ensure clarity and focus throughout the project lifecycle.
• Continuous improvement and process optimization: Lead efforts to refine project management practices, focusing on repeatable and measurable processes. Drive initiatives to improve project efficiency, reduce risks, and enhance project outcomes while maintaining a culture of continuous improvement.
Procurement Management: Coordinate procurement activities including RFQ, Techno-commercial negotiations, PO creation, contract development, and invoice processing.

Requirements:

• 10- 15 years’ experience in project management or related field, leading projects with increasing scope and complexity
• Bachelor of Engineering
• Proficient in MS Project, Excel, and project tracking tools
• Familiarity with regulatory and permitting processes in Singapore
• Experience in areas like Pipeline Installation, Tank farm expansion electrical substation upgrade, understanding of lubricant manufacturing process, batch process, pigging operation, basic understanding of instrumentation, understanding of risk assessment techniques is a plus.
