Job Description

Responsibilities

The candidate is part of the 24/7 Submarine Cable System NOC, responsible for end-to-end operations including fault management, change management, order fulfilment, network surveillance and regulatory reporting. The role ensures high network availability across Singtel co-owned cable systems within a mission-critical environment.

Responsible for executing technical operations to ensure the availability, reliability and restoration of international submarine cable systems. The incumbent independently performs technical analysis, executes operational activities through authorised Network Management Systems (NMS), and coordinates restoration activities in accordance with established operating procedures and regulatory requirements.

These include:
Performing technical assessment of complex submarine cable system alarms to determine probable fault domains and service impact.

Executing operational activities through Network Management Systems (NMS) with authorised write access, requiring sound judgement to prevent unintended service disruption.

Coordinate incident restoration activities with consortium members, Cable Landing Stations, equipment vendors and internal engineering teams.

Execute restoration actions and monitor service recovery until normal operations are restored

Preparing and submitting mandatory regulatory notifications within prescribed timelines during submarine cable outages.

Maintain accurate incident chronology, operational records and shift documentation.

Escalate operational issues, risks and unresolved incidents in accordance with established escalation procedures.

Participate in operational readiness activities, disaster recovery exercises and continuous improvement initiatives.

These responsibilities require engineers capable of making sound operational decisions independently while maintaining strict adherence to operational governance and regulatory requirements.

Skills for Success:
Diploma in Telecommunications Engineering, Electrical Engineering, Computer Engineering, Computer Science or equivalent

In telecommunications network operations, transmission systems, optical transport networks or submarine cable operations

Demonstrated experience in incident management within a mission-critical operational environment

Experience operating Network Management Systems (NMS) with configuration or operational write privileges is highly desirable

Experience supporting international submarine cable systems, optical transmission networks or carrier-grade infrastructure will be an advantage.

IP networking protocols knowledge

Optical transmission technologies knowledge

Microsoft 365 tools knowledge

DWDM (Dense Wavelength Division Multiplexing) and SDH (Synchronous Digital Hierarchy) technologies knowledge

Proficiency with OTDR (Optical Time-Domain Reflectometer), BER (Bit Error Rate) test and Network Management Systems (NMS) knowledge
