Responsibilities

Immediate Hiring

We are seeking an experienced and hands-on HR & Admin Manager to lead and manage the full spectrum of Human Resources and Administration functions.

The successful candidate will be responsible for managing a large and diverse workforce across multiple project sites while ensuring strong HR governance, statutory compliance, effective workforce management and smooth administrative operations.

Key Responsibilities

1. HR Management & Compliance

  • Lead and manage the overall HR functions, policies, procedures and day-to-day HR operations.
  • Ensure compliance with the Employment Act 1955, Industrial Relations requirements and other applicable Malaysian employment laws and regulations.
  • Liaise with relevant government authorities including JTK, Immigration, EPF, SOCSO, EIS, LHDN and other agencies when required.
  • Ensure HR policies, employment practices and documentation are consistently implemented across the organisation.
  • Keep management updated on relevant changes to employment legislation and HR compliance requirements.

2. Recruitment & Workforce Planning

  • Manage end-to-end recruitment for both local and foreign employees.
  • Work closely with Department Heads and Operations teams to identify manpower requirements.
  • Develop effective recruitment and workforce planning strategies to support business and operational requirements.
  • Coordinate recruitment, onboarding, transfers, confirmation, redesignation, promotion and offboarding processes.
  • Support large-scale manpower mobilisation and deployment across multiple project sites.

3. Foreign Worker Management & Welfare

  • Oversee foreign worker matters including work permits, renewals, documentation and related regulatory requirements.
  • Coordinate with Immigration, government agencies, recruitment agents and other relevant parties.
  • Ensure proper maintenance of foreign worker records and documentation.
  • Oversee employee welfare matters including accommodation/hostels, transportation and other workforce support requirements.
  • Ensure company-provided accommodation and related arrangements comply with applicable requirements.

4. Employee Relations & Disciplinary Management

  • Manage employee grievances, complaints, misconduct and disciplinary matters professionally and fairly.
  • Handle show-cause letters, warning letters, domestic inquiries, termination and other disciplinary processes.
  • Advise Department Heads and management on employee relations and disciplinary matters.
  • Promote positive working relationships between employees, supervisors, Operations and Management.
  • Support employee engagement and workplace culture initiatives.

5. Payroll, Attendance & HR Systems

  • Oversee monthly payroll processing for a large workforce of approximately 2,000 employees.
  • Ensure accuracy of salaries, overtime, allowances, deductions and statutory contributions.
  • Monitor attendance, absenteeism, leave, overtime and other payroll-related matters.
  • Ensure payroll and statutory payments are processed accurately and within the required timelines.
  • Drive improvements and digitalisation of HR, payroll and attendance processes.
  • Maintain accurate employee master data and HR records.
  • Ensure effective utilisation of HRIS, payroll and attendance systems.

6. Performance Management & Employee Development

  • Coordinate employee probation, confirmation and performance review processes.
  • Support Department Heads in establishing and monitoring employee KPIs and performance expectations.
  • Identify performance gaps and recommend appropriate improvement or development plans.
  • Coordinate onboarding, orientation and relevant employee training programmes.
  • Support succession planning and employee development initiatives where required.

7. Administration & Office Management

  • Oversee the overall administration and day-to-day operations of the Head Office.
  • Manage office facilities, maintenance, utilities, office supplies and other administrative requirements.
  • Coordinate company vehicles, insurance, road tax and other related administrative matters.
  • Oversee company accommodation/hostel administration, tenancy agreements and related documentation.
  • Liaise with landlords, agents, vendors and service providers.
  • Monitor administrative expenses and support effective cost control.
  • Ensure proper maintenance of company licences, agreements, contracts and administrative records.
  • Coordinate administrative purchasing and ensure proper documentation and approval processes are followed.
  • Ensure office facilities and administrative processes effectively support business operations.

8. HR & Admin Team Leadership

  • Lead, guide and supervise the HR & Administration team.
  • Ensure clear delegation of responsibilities and timely completion of assigned tasks.
  • Develop team capabilities and maintain appropriate accountability within the department.
  • Work closely with Operations, Finance and other departments to resolve workforce and administrative matters.
  • Prepare HR reports, manpower analysis and management updates as required.

Requirements

  • Bachelor's Degree/Diploma in Human Resources, Business Administration, Management or a related discipline.
  • Minimum 8 years of relevant HR experience, preferably with at least 3 years in a managerial or leadership capacity.
  • Experience managing a large workforce and multi-site operations is strongly preferred.
  • Experience within Facility Management, Cleaning Services, Manpower Outsourcing, Security or other labour-intensive industries will be an advantage.
  • Strong knowledge of Malaysian employment legislation and HR compliance requirements.
  • Hands-on experience in foreign worker management is highly advantageous.
  • Good knowledge of payroll, attendance, overtime and statutory requirements.
  • Experience dealing with government authorities including JTK and Immigration will be an advantage.
  • Strong experience in employee relations, disciplinary matters and conflict resolution.
  • Good administrative, organisational and documentation skills.
  • Strong leadership, communication, problem-solving and stakeholder-management skills.
  • Able to work independently and manage multiple priorities in a fast-paced operational environment.
  • Proficient in HRIS/payroll systems; experience with HR2000, QuickPay and Paybun will be an advantage.

Preferred Candidate Profile

We are looking for a hands-on HR & Admin leader who is comfortable balancing strategic responsibilities with day-to-day operational matters.

The successful candidate should be capable of working closely with Management and Operations while independently handling employee relations, compliance, payroll, foreign workers, workforce planning and administrative matters.

Pay: RM5,000.00 - RM8,000.00 per month
