Job Description

We are seeking an experienced Planning Engineer to support the planning and project-control activities for a major hospital development project in Singapore. The successful candidate will assist in preparing and maintaining project programmes, monitoring construction progress, coordinating planning information with site teams and subcontractors, and preparing accurate progress and schedule reports.

Key Responsibilities

• Assist in developing, maintaining, and updating the project master programme and detailed construction schedules.
• Monitor actual construction progress against the approved project programme.
• Collect and verify progress information from Site Engineers, Site Supervisors, subcontractors, and project teams.
• Update project schedules and prepare weekly and monthly progress reports.
• Monitor project milestones, critical activities, interfaces, and potential schedule delays.
• Assist in identifying critical path activities and programme constraints.
• Analyze planned versus actual progress and highlight areas requiring corrective action.
• Assist in preparing recovery programmes and mitigation plans for delayed activities.
• Review subcontractor programmes and progress updates and incorporate relevant information into the overall project programme.
• Coordinate with construction, engineering, procurement, commercial, and subcontractor teams to obtain accurate planning information.
• Prepare progress charts, S-curves, manpower histograms, look-ahead programmes, and other project-control reports.
• Assist in monitoring manpower, materials, equipment, and resource requirements against project schedules.
• Attend site coordination and progress meetings and record planning-related actions and requirements.
• Conduct site visits to verify actual physical progress and construction activities.
• Assist in preparing schedule information for variations, extension-of-time submissions, and delay analysis.
• Maintain proper records of programme updates, progress reports, milestones, delays, and recovery measures.
• Assist in coordinating planning activities for testing, commissioning, handover, and defect rectification.
• Prepare presentations and reports for project management and senior management.
• Support the Planning Manager in monitoring overall project performance.
• Perform other duties and responsibilities as assigned by the Planning Manager, Construction Manager, or Project Manager.

Requirements

• Degree or Diploma in Civil Engineering, Construction Management, Project Management, or a related discipline.
• Minimum 3 years of relevant construction planning or project-control experience.
• Prior experience in hospital or healthcare construction projects is preferred/required, depending on project requirements.
• Good knowledge of construction planning, scheduling, progress monitoring, and project controls.
• Proficient in Primavera P6 and/or other planning and scheduling software.
• Ability to prepare and update construction programmes and schedules.
• Good understanding of critical path analysis, progress measurement, resource planning, and schedule recovery.
• Experience working with subcontractor programmes and progress updates.
• Good understanding of construction sequencing and site operations.
• Proficient in Microsoft Excel, Word, and PowerPoint.
• Knowledge of AutoCAD will be an advantage.
• Knowledge of delay analysis and extension-of-time assessment will be an advantage.
• Strong analytical, numerical, reporting, communication, and coordination skills.
• Good attention to detail and ability to work with large amounts of project information.
• Able to work independently and effectively with multidisciplinary project teams.
• Willing to work on construction sites according to project requirements.
