1. JOB PURPOSE

The Junior Safety Officer is responsible for supporting the implementation of Health, Safety and Environmental (HSE) requirements during Oil & Gas maintenance, inspection, composite repair and online leak-sealing activities.

The position will work closely with the Project Manager, Site Supervisor, client representatives, permit issuer, technicians, subcontractors and offshore personnel to ensure that work is carried out safely and in accordance with approved procedures, Permit to Work (PTW), Job Hazard Analysis (JHA), HIRARC, Method Statements and client requirements.

The role maybe requires field presence and may involve onshore / offshore mobilisation when as necessary.

2. KEY RESPONSIBILITIES

A. Site Safety Supervision / Audit

• Conduct daily HSE inspections at work locations.
• Monitor work activities and identify unsafe acts, unsafe conditions and potential hazards.
• Ensure personnel comply with approved HSE procedures and client requirements.
• Verify correct use of PPE and safety equipment.
• Monitor housekeeping, worksite access, barricading and work-area controls.
• Ensure safety requirements are maintained throughout the work, not only before work starts.
• Immediately report and escalate serious or uncontrolled safety hazards.

B. Permit to Work (PTW)

• Assist the Site Supervisor and project team in complying with the client’s PTW system.
• Verify that the appropriate work permit is available and valid before commencement of work.
• Ensure permit conditions and control measures are understood by the work team.
• Monitor compliance with PTW requirements throughout the work.
• Ensure permits are properly suspended, closed or handed back upon completion of work.
• Participate in PTW coordination meetings where required.

C. JHA / HIRARC / Method Statement

• Assist in preparing and reviewing Job Hazard Analysis (JHA), HIRARC and risk assessments.
• Ensure hazards associated with each work activity are properly identified and controlled.
• Ensure the work team understands the JHA before commencing work.
• Conduct toolbox meetings and pre-job safety briefings.
• Monitor that actual site conditions remain consistent with the approved risk assessment.
• Stop and escalate work if site conditions change significantly from the approved JHA or method statement.

D. Onshore / Offshore Composite Repair Activities

Monitor HSE compliance during activities including, but not limited to:

• Composite pipe and pipeline repair wrapping.
• Structural composite reinforcement.
• Online leak sealing.
• Corrosion repair and corrosion mitigation.
• Surface preparation and mechanical preparation.
• Application of resin, primer and composite materials.
• Grinding, cleaning and preparation of pipe surfaces.
• Work at height and scaffold access.
• Temporary containment and environmental controls.
• Chemical and resin handling.
• Use of power tools and portable equipment.
• Fire protection and hot-work interfaces where applicable.

E. Chemical & Composite Material Safety

• Ensure Safety Data Sheets (SDS) are available for chemicals, resins, primers and other hazardous substances.
• Monitor correct storage, handling and disposal of chemicals.
• Ensure appropriate gloves, eye protection, respiratory protection and other PPE are used where required.
• Monitor spill-prevention and spill-response arrangements.
• Ensure chemical containers are properly labelled and secured.
• Report chemical exposure, spills or environmental incidents immediately.

F. Toolbox Meeting & Safety Communication

• Conduct or assist with daily toolbox meetings.
• Brief workers on job hazards, controls, emergency arrangements and changes in work conditions.
• Ensure all personnel understand the JHA and method statement before starting work.
• Encourage workers to report unsafe conditions and near misses.
• Maintain attendance records for toolbox meetings and safety briefings.

G. Incident / Near-Miss Reporting

• Immediately report accidents, incidents, near misses and unsafe conditions.
• Assist in incident investigation and preparation of reports.
• Assist in collecting photographs, statements and relevant evidence.
• Follow up on corrective and preventive actions.
• Communicate lessons learned to the work team.

H. Emergency Preparedness

• Familiarise with the client’s offshore emergency response procedures.
• Participate in emergency drills and exercises.
• Ensure personnel understand muster points, escape routes and emergency communication procedures.
• Assist during emergency situations as directed by the client’s emergency response organisation.
• Monitor availability and condition of relevant emergency equipment.

I. HSE Documentation & Reporting

Maintain accurate project HSE records, including:

• Daily HSE inspection reports.
• Toolbox meeting records.
• JHA / HIRARC records.
• PTW records.
• Safety observation reports.
• Near-miss reports.
• Incident reports.
• PPE inspection records.
• Equipment inspection records.
• HSE statistics and project reports.
• Corrective action tracking.

Prepare monthly HSE reports as required by company or the client.

3. ONSHORE / OFFSHORE MOBILISATION RESPONSIBILITIES

Before mobilisation, assist the project team to ensure:

• Personnel have the required offshore training and certification.
• Medical fitness requirements are fulfilled.
• PPE and safety equipment are available and inspected.
• Tools and equipment have the required inspection/certification.
• Chemical and hazardous-material documentation is complete.
• JHA, Method Statement and other required HSE documents are approved.
• Client/site induction requirements are completed.
• Personnel understand the offshore emergency and evacuation procedures.

4. MINIMUM QUALIFICATIONS

• Diploma / Certificate in Occupational Safety & Health, Engineering or related discipline.
• Relevant Malaysian safety qualification/certification is preferred.
• Relevant Oil & Gas HSE experience is an advantage.
• Offshore experience is an advantage.
• Experience with PTW, JHA/HIRARC and toolbox meetings is preferred.
• Fresh graduates with relevant safety qualifications may be considered.

5. REQUIRED SKILLS & COMPETENCIES

• Good understanding of Oil & Gas site safety practices.
• Basic knowledge of PTW, JHA/JSA and HIRARC.
• Able to identify hazards during field activities.
• Good communication skills.
• Able to conduct toolbox meetings and safety briefings.
• Good documentation and report-writing skills.
• Able to communicate effectively with workers, supervisors and client representatives.
• Computer literate, particularly Microsoft Word and Excel.
• Physically fit and comfortable working in industrial/offshore environments.
• Willing to travel and work offshore when required.
• Strong safety awareness and willingness to speak up when unsafe conditions are observed.

Pay: RM2,513.68 - RM5,000.00 per month
