Job Summary

The Quantity Surveyor will oversee the commercial management, cost engineering, and risk mitigation across large-scale civil engineering and infrastructure developments. This role is pivotal in driving profitability, managing procurement strategies, and enforcing contractual compliance throughout the project lifecycle. The ideal candidate possesses deep expertise in earthworks, infrastructure packages, standard contract forms (such as FIDIC or PWD/JKR), and proactive commercial risk management.

Key Responsibilities1. Commercial Strategy & Cost Planning

• Conduct feasibility studies, value engineering, and life-cycle cost analysis for civil and infrastructure packages.
• Perform detailed quantity measurement and unit rate analysis using standard methods of measurement (e.g., CESMM / MyCESMM).
• Benchmark project costs against industry standards to optimize project financial viability.

2. Procurement & Supply Chain Management

• Formulate procurement plans and establish sub-contracting strategies tailored to project risk profiles.
• Draft bespoke tender conditions, evaluate multi-disciplinary package tenders, and negotiate commercial terms.
• Qualify subcontractor capabilities and manage strategic supplier frameworks to minimize supply chain disruptions.

3. Advanced Contract Administration & Dispute Resolution

• Administer primary client contracts and subcontracts using recognized conditions of contract (e.g., FIDIC, PAM, JKR).
• Proactively identify contractual exposure, evaluate time-extension (EOT) claims, loss and expense claims, and variation orders.
• Prepare comprehensive contractual documentation and evidence to support dispute resolution and negotiation processes.

4. Cost Control & Cash Flow Forecasting

• Establish cash flow forecasting models and track monthly earned value management (EVM) metrics.
• Monitor budget vs. actual variances, conduct interim cost reviews, and implement corrective commercial actions.
• Author executive monthly commercial reports detailing forecast margins, contingent liabilities, and final account projections.

5. Valuations & Financial Closeout

• Perform joint site measurements with client representatives for interim payment certifications.
• Audit and certify subcontractor payment applications and back-charges strictly in line with physical progress.
• Lead negotiation and formal agreement of client and subcontractor final accounts, including retention release management.

6. Civil & Infrastructure Coordination

• Apply specialized knowledge in civil cost components, including massive earthworks, deep foundations, drainage, roadworks, and utility relocations.
• Interface directly with site engineering and project management teams to audit physical work progress against commercial claims.

Requirements & Qualifications

• Education: Bachelor’s Degree in Quantity Surveying, Building Surveying, Civil Engineering, or equivalent.
• Experience: Minimum 3–5 years of commercial management experience within civil engineering, infrastructure, or heavy construction projects.
• Professional Affiliations: Professional membership or progress toward chartership with relevant professional bodies (e.g., RICS, BQSM) is an added advantage.
• Technical Skills: Proficiency in digital measurement tools (e.g., CostX, Glodon, or AutoCAD) and advance proficiency in Microsoft Excel.
• Competencies: Strong negotiation acumen, thorough understanding of construction law, and excellent written and verbal communication skills.

Pay: RM3,000.00 - RM5,000.00 per month
