HR Operations & Mobility Specialist (Senior Executive)

Location: Malaysia
Employment Type: Full-Time

About the Role

We are looking for an experienced HR Operations & Mobility Specialist to manage expatriate mobility, payroll governance, statutory compliance and day-to-day HR operations.

The role will be responsible for managing end-to-end Employment Pass, Dependent Pass and Professional Visit Pass processes, while ensuring payroll, statutory contributions and HR records are accurate, compliant and audit-ready.

Key Responsibilities

  • Manage end-to-end expatriate visa and mobility processes through MDEC eXpats Gateway and Immigration Department Malaysia.
  • Handle Employment Pass (EP), Dependent Pass and Professional Visit Pass (PVP) applications, renewals, endorsements and related processes.
  • Manage FKW projections and expatriate documentation.
  • Provide support and guidance to expatriates on relocation, onboarding and compliance requirements.
  • Oversee monthly payroll governance and ensure accurate payroll processing.
  • Manage and verify EPF, SOCSO, EIS and PCB statutory contributions.
  • Verify employee and contractor timesheets.
  • Maintain accurate, secure and audit-ready HR records.
  • Prepare HR reports covering payroll, attendance, leave and performance data.
  • Prepare Offer Letters, Employment Contracts and Confirmation Letters in line with applicable employment requirements.

Requirements

  • 3–5 years of relevant experience in Malaysian HR operations, expatriate management and full-cycle payroll.
  • Hands-on experience with MDEC / eXpats Gateway and Malaysian immigration processes.
  • Good knowledge of ESD, KWSP, PERKESO and LHDN requirements.
  • Strong understanding of Malaysian statutory payroll compliance.
  • Excellent attention to detail and numerical accuracy.
  • Strong Excel / Google Sheets and HR reporting skills.
  • Good written and verbal communication skills.
  • Ability to manage confidential HR information and work with government authorities.

Candidates who are currently based in Malaysia with practical experience handling Malaysian payroll and expatriate mobility processes are encouraged to apply.
