Job Description

This role is a key member of the IT Procurement and Contract Management

team that is committed to deliver excellent service, value and expertise to our

internal partners and stakeholders through a managed process for IT

Procurement. The role provides support and guidance to IT globally for vendor

selection and evaluation activities for each IT spend and contract review in

accordance with the guidelines of the company’s policy and operating manuals

(POM). With a high degree of autonomy and independence, the incumbent

manages the continual support and works closely with Finance, Global Risk,

Legal and Tax for each IT procurement review that is inclusive of contract review.

Responsibilities

Contract Management

  • Perform review of existing IT contracts to identify renewal or modification

requirements in a timely manner to ensure cost effectiveness and minimise risk

for APLL

  • Coordinate with corporate reviewers, including Legal, Risk, Finance and Tax to

ensure drafted contracts are accurate and safeguard APLL's interests

  • Conduct negotiations with vendors on contract clauses where there may be

disagreement to arrive at amicable solutions, while ensuring APLL's interests are

protected and risk is mitigated.

Procurement Management

  • Establish processes, standards, best practices and governance mechanisms

for IT procurement across APLL

  • Develop IT project budget by working across lines of business and regions to

assess IT requirements and key IT projects being planned

  • Facilitate the RFP/RFQ processes for procurement for major IT projects,

ensuring adherence to established processes and documentation requirements,

robust review of specifications, etc

Vendor Management

  • Create a panel of technology vendors based on quality, commercial and

timeliness to ensure APLL can tap on a robust vendor base for procurement of

technology products and services

  • Identify new vendors for current and emerging technology requirements for

APLL to ensure vendor pool can meet APLL's requirements

  • Build relationship and contacts in IT industry and obtain insight to the service

providers landscape

  • Conduct the performance evaluation of vendors based on established criteria to

facilitate short and long term decision-making.

Audit Compliance

  • Work with IT business unit teams on audit remediation activities
  • Track and perform summary reports on audit remediation progress

Qualifications

  • Minimum 10 years of relevant work experiences in procure-to-pay activities for

all IT categories.

  • Must have strong hands-on skills and knowledge on RFQ and RFP for all IT

categories.

  • Must have good experience and hands-on skills in reviewing and preparing IT

contract documents globally and especially for Singapore and USA.

  • Must possess knowledge or industry experience in the above areas.
  • Must be detail-oriented.
  • Essential to be independent and to have interpersonal skills in vendor

management.

  • Have experience in contract negotiation.
  • Have some sourcing experience in supporting IT team for assessment of

purchasing needs, conducting market research and identification of potential

vendors.

  • Knowledge of contract law is an added advantage

Managerial Experience

Experience of supervising and directing people and other resources to achieve

specific end results within limited timeframes
