Job Overview

DJ Engineering & Construction Pte Ltd is looking for an experienced Resident Technical Officer (RTO) – Civil to support site execution, inspection, quality control, and technical coordination for civil and structural works in Singapore.

The ideal candidate must have RTO certification along with proven experience working on HDB and LTA projects. Candidates should have strong knowledge of civil construction, site inspection, technical drawings, and coordination with contractors and project teams.

Key Responsibilities

• Monitor civil and structural works at site in accordance with approved drawings, specifications, and project requirements.
• Conduct regular site inspections to monitor workmanship, construction progress, and technical compliance.
• Ensure construction activities are carried out according to approved method statements, drawings, specifications, and project standards.
• Coordinate with contractors, subcontractors, consultants, engineers, and project management teams on site matters.
• Review site conditions and identify discrepancies between approved drawings and actual construction.
• Record and report site observations, technical issues, defects, progress, and outstanding works.
• Assist with inspection, testing, and quality-control activities for civil and structural works.
• Monitor and follow up on the rectification of defects and non-conforming works.
• Prepare and maintain site reports, inspection records, documentation, and project correspondence.
• Monitor project progress and promptly escalate technical, quality, or construction issues.
• Ensure site works comply with required safety, quality, and workmanship standards.

Requirements

• Valid RTO certification is mandatory.
• HDB project experience is mandatory.
• LTA project experience is mandatory.
• Diploma/Degree or relevant qualification in Civil Engineering, Structural Engineering, Construction, or a related discipline is preferred.
• Strong knowledge of civil construction, structural works, and site processes.
• Ability to read and interpret civil/structural drawings, specifications, and construction documents.
• Experience conducting site inspections and identifying construction/technical issues.
• Good communication, coordination, documentation, and reporting skills.
• Strong attention to quality, safety, workmanship, and compliance.
• Ability to work independently and coordinate effectively with contractors and project teams.
• Candidates must be willing to work in Singapore.
