Head of Compliance

We are seeking an experienced and highly responsible Head of Compliance to lead and oversee the company’s regulatory compliance framework for its currency exchange operations.

The successful candidate will be responsible for ensuring full compliance with applicable laws, Bank Negara Malaysia (BNM) requirements, AML/CFT obligations, and internal policies across all branches.

Key ResponsibilitiesRegulatory & AML/CFT Compliance

Ensure the company complies with the Money Services Business Act 2011, AML/CFT requirements, and all relevant policies, standards, guidelines, and directives issued by Bank Negara Malaysia (BNM).
Oversee the compliance framework for the company’s currency exchange operations.
Ensure effective implementation of AML/CFT controls, sanctions screening, customer verification, transaction monitoring, and regulatory reporting.
Review and escalate suspicious transactions and ensure Suspicious Transaction Reports (STRs) and other required regulatory reports are submitted accurately and within the required timeframe.
Monitor regulatory developments and ensure the company promptly implements new or revised regulatory requirements.

Risk Management

Conduct and maintain assessments of money laundering, terrorist financing, proliferation financing, sanctions, fraud, and operational compliance risks.
Identify compliance weaknesses and recommend appropriate controls and corrective measures.
Oversee the implementation of Customer Due Diligence (CDD) and Enhanced Due Diligence (EDD) procedures.
Review higher-risk customers and transactions where required.

Policies, SOPs & Training

Develop, review, and maintain compliance policies, SOPs, internal controls, and compliance frameworks.
Ensure compliance procedures are consistently implemented across all branches.
Develop and conduct regular AML/CFT and regulatory compliance training for employees.
Ensure employees remain updated on compliance requirements and regulatory changes.

Compliance Monitoring, Audit & Reporting

Conduct regular compliance reviews, branch inspections, and internal monitoring to identify gaps or weaknesses.
Ensure corrective actions are properly implemented and followed up.
Prepare compliance reports and updates for Management and the Board where required.
Maintain proper compliance records, registers, supporting documents, and audit trails.

Regulatory & External Liaison

Act as the key compliance liaison with Bank Negara Malaysia, auditors, law enforcement agencies, and other relevant authorities.
Coordinate responses to regulatory enquiries, examinations, inspections, audits, and information requests.
Ensure regulatory submissions and responses are accurate, complete, and submitted within the required timeframe.

Requirements

Relevant experience in compliance, AML/CFT, risk management, regulatory affairs, or financial crime compliance, preferably within a currency exchange business, Money Services Business (MSB), bank, or financial institution.
Strong knowledge of the Money Services Business Act 2011, AML/CFT requirements, BNM policies and guidelines, sanctions compliance, CDD and EDD requirements.
Experience handling regulatory audits, compliance reviews, and regulatory reporting is highly preferred.
Strong analytical and investigative skills with excellent attention to detail.
Strong leadership, communication, documentation, and problem-solving abilities.
Ability to work independently and exercise sound judgement.
High level of integrity, professionalism, confidentiality, and accountability.
