Indirect report to respective project HSE Manager. • Develop Project HSE Plan and related HSE Procedures as per client contract requirement and monitor its implementation throughout the project. • Act as a secretary for Project HSE Meeting with the clients. • Advising the project team on HSE matters i.e. MMHE, client and legal requirements. • Advise and guide the management of respective project on the HSE policies, procedures, and work instruction as well as relevant statutory and legislative requirements to ensure compliance of the HSE obligations throughout project completion. • Supporting implementation of MMHE QHSE Management System to promote quality, health and safety performance of the Company as well as to comply with industry best practices and statutory requirements (e.g. OSHAS / DOSH / NIOSH) in collaboration with the various Divisions in the Business Unit. • Develop, promote, maintain, and review Occupational Health & Environment (OH & E) Program(s) / Procedures as well as QHSE tools and techniques in the project to provide a conducive work environment and to ensure compliance to legal requirements and industry best practices. • Execute HSE audits and inspections programs (internal and external) and respond to close findings/action item in compliance with Health and Safety Management System, statutory regulations as well as client project HSE requirement. • Develop Project Emergency Response Plan and assist to coordinate its implementation. • Advising accidents/incidents investigation using a structured process to identify / record root causes / ‘Lessons Learnt’ to prevent future recurrence and further improvement. • To follow up and advise the management of the project on the closure of action item and consistently implementation throughout the project. • Produce HSE Performance Reports on weekly and monthly basis to be reported to the Project HSE Department and respective project’s client. • Identify project HSE training needs as per MMHE and client requirement and execute the training plan internally or engaging external party as per legal needs and/or client approved consultant. • Propose and manage project HSE budget and resources to support HSE Program implementation i.e. Manpower allocation, HSE Day Celebration, Incentive Program, Campaign Program etc., and to control effectively the allocated budget. • Create and maintain a healthy and conducive work culture in the Project HSE and construction team that encourages cohesiveness and commitment amongst all levels of staff and in turn promotes a mindset that constantly drives towards always improving productivity and the maintenance of high quality of standards. • Involved in T&I offshore campaigns for the installation of Jerun Jacket Structure, Piles, Wellhead, and Boatlanding.
