Manager, Engineering


As the Manager of the Engineering Department overseeing the Mall, Office, and MCST portfolios, the candidate must possess strong interpersonal skills and the ability to work effectively with stakeholders at all levels. The candidate will be responsible for leading the team to ensure the seamless functionality, regulatory compliance, reliability and optimal performance of all critical building engineering systems across the entire area. Serving as the technical nucleus of the development, this role is pivotal in ensuring uninterrupted operations and maintaining a safe, compliant environment for tenants, stakeholders, and visitors alike.


The candidate will provide comprehensive support to operational leads and cross-functional teams to facilitate optimal service delivery, stakeholder satisfaction, and asset longevity. The role also involves coaching and mentoring Engineering Executives and Technical Officers in terms of building M&E maintenance and operational skills, as well as tenancy management procedures. The candidate should possess strong problem-solving and emergency handling skills.


As the city is multi-strata owned, the candidate needs to be conversant in BMSMA to be able to manage different property owners and stakeholders. The candidate needs to be conversant in the by-laws of the MCST to guide the team in handling issues relating to Strata management matters.


Main Duties & Responsibilities (including but not limited to)


Infrastructure & Technical Oversight

  • Administer and supervise the day-to-day functionality of all primary engineering systems including Mechanical, Electrical, Sanitary & Plumbing, ACMV, Vertical Transport, and Building Management Systems (BMS).
  • Coordinate prompt and structured responses to service failures, urgent technical faults, and system abnormalities, ensuring minimal impact on business operations.
  • Ensure seamless operational continuity of core building systems with minimal unplanned downtime.


Regulatory Compliance & By-law Enforcement

  • Ensure full compliance with statutory obligations under the Building Maintenance and Strata Management Act (BMSMA), SCDF, BCA, NEA, and other relevant authorities.
  • Contribute to the formulation, review, amendment, and enforcement of MCST by-laws, particularly those governing renovation activities, usage of shared facilities, and fire safety protocols.


Maintenance Strategy & Execution

  • Implement and monitor structured preventive maintenance regimes across all building systems to pre-empt service degradation and asset failure.
  • Schedule, coordinate, and communicate system service and shutdowns with minimal operational disruption.
  • Maintain audit-ready documentation for all maintenance activities, inspections, certifications, and compliance reports.


Cross-Functional Alignment

  • Collaborate proactively with Mall & Office Operations, Leasing, Marketing, and Customer Experience teams to synchronize facility operations with business activities and promotional initiatives.
  • Provide technical assessments and compliance reviews during tenancy fit-outs, reinstatement works, and AEI (Asset Enhancement Initiatives) projects.
  • Ensure the timely and efficient resolution of technical issues affecting tenants, events, and property users.
  • Alignment with MCST and operational governance requirements through structure documentation and support.


Reporting & Risk Communication

  • Provide periodic updates to Operations Leadership on asset health, system performance, risk exposure, and maintenance trends.
  • Escalate infrastructure vulnerabilities and lifecycle concerns to facilitate forward-planning and CAPEX forecasting.
  • Assist in the preparation of technical proposals, audit submissions, and facilities-related sections of EXCO / AGM / EGM reports.


Financial Governance

  • Provide technical input in the formulation of annual maintenance budgets and capital planning.
  • Monitor facilities-related expenditure to ensure fiscal discipline and compliance with approved budget frameworks.
  • Responsible financial stewardship and value-driven facilities maintenance execution.


Stakeholder Interface & Relationship Management

  • Serve as the technical liaison between the Facilities function and diverse stakeholders including MCST council members, tenants, unit owners, and service vendors.
  • Participate actively in council meetings, walkabouts, and inspections, offering clear, data-informed input on facility-related issues.
  • Address and resolve stakeholder feedback and complaints with professionalism, transparency, and service sensitivity.


Operational Administration & Governance Support

  • Assist the HOD in orchestrating AGMs and EGMs, ensuring full operational readiness, timely document submission, and on-site coordination.
  • Oversee day-to-day operational logistics related to the management of MCST common property, including security, access control, pest management, signage installation, and back-of-house (BOH) hygiene.
  • Ensure complete and accurate record-keeping for all statutory permits, service contracts, insurance schedules, and inspection documentation.


Strategic Asset Management

  • Oversee the lifecycle care of MCST-owned assets to ensure they remain fully functional, compliant, and fit-for-purpose.
  • Maintain an up-to-date asset register and conduct regular reviews of asset conditions.
  • Develop recommendations for refurbishment, renewal, or upgrading works in alignment with lifecycle projections and budget planning.


Job Requirements


  • Diploma or Degree in Facilities Management, Mechanical / Electrical Engineering, Building Services, or a related discipline.
  • 5 years of experience in facilities management within large-scale commercial, mixed-use, or strata-titled developments, with proven exposure to MCST operations and stakeholder liaison.
  • Strong command of M&E systems, statutory codes, and building management protocols.
  • Professional certifications such as Fire Safety Manager (FSM), bizSAFE Level 2 (or equivalent WSH credentials), sustainability or energy management certifications (e.g. Green Mark, Energy Auditor) will be an advantage.
  • BMSMA certificate holders will be an advantage.
  • Strong interpersonal communication and stakeholder management skills.
  • Resourceful, detail-oriented, and responsive in fast-paced, service-centric environments.
