Job Title: Cost Consultant

Location: Singapore

Job Type: Full-time

Salary Range: SGD 5,500 - SGD 8,500 per month

Job Summary We are seeking an analytical, meticulous, and commercially minded Cost Consultant to lead our project cost engineering, quantity surveying, and procurement optimization pipelines. In this role, you will be responsible for preparing detailed initial cost estimates, structuring tender documentations, managing variations, and conducting rigorous post-contract valuations across building and infrastructure projects. Partnering closely with Project Directors, main contractors, designers, and corporate developers, you will turn architectural blueprints into financially optimized, high-performing built assets delivered within budget parameters.

Key Responsibilities

  • Pre-Contract Cost Advisory: Formulate detailed feasibility studies, order-of-cost estimates, and elemental cost plans from initial design briefs or schematic layouts.
  • Tender & Procurement Governance: Prepare comprehensive Bills of Quantities (BQ), manage request-for-proposal (RFP) documentation, and coordinate quantitative tender evaluations to secure optimal contract alignments.
  • Post-Contract Cost Management: Manage variations orders, evaluate monthly contractor progress claims, value work-in-progress, and establish robust financial control sheets to avoid cost overruns.
  • Final Accounts Reconciliation: Direct the structural analysis, negotiation, and timely settlement of project final accounts, contract adjustments, and potential commercial claims.
  • Value Engineering: Perform objective cost-benefit analyses, resource value engineering, and life-cycle costing exercises to recommend alternative, cost-saving materials or construction systems.
  • Market Benchmarking: Monitor regional material price fluctuations, local labor indexes, and regulatory shifts to maintain highly precise costing parameters and risk contingencies.

Job Requirements

  • Education: Bachelor’s degree in Quantity Surveying, Building, Civil Engineering, or a related real estate and construction management discipline.
  • Experience: Demonstrated professional track record in corporate quantity surveying, construction cost management, pre-and-post contract administration, or commercial advisory roles.
  • Technical Knowledge: Strong working familiarity with local standard forms of contract (such as SIA or PSSCOC frameworks) and advanced proficiency with measurement or costing software (such as CostX, Glodon, or standard Excel models).
  • Accreditations: Professional membership or active progression toward recognized professional chartships (such as the Royal Institution of Chartered Surveyors - RICS, or the Singapore Institute of Surveyors and Valuers - SISV) is highly advantageous.
  • Competencies: Exceptional numerical tracking accuracy, sharp negotiation capabilities, and an objective, details-oriented problem-solving mindset.
  • Communication: Outstanding verbal and written English communication skills to co-author clear commercial briefs and present financial performance data to client executives.

Pay: $5,500.00 - $8,500.00 per month
