Full Time Pre-Construction Manager - PMO Jobs, in Aurora Talent - Maukerja

An exciting opportunity for an experienced Pre-Construction Manager to lead regional pre-construction activities across large-scale data centre developments throughout Southeast Asia. The role combines strategic leadership with hands-on project execution across design management, permitting, procurement, budgeting, scheduling, and construction readiness.

Key Responsibilities

Establish and manage pre-construction standards, governance frameworks, processes, and reporting.

Lead design development from concept through IFC, coordinating consultants and stakeholders.

Manage permitting, authority approvals, utility engagement, and regulatory compliance.

Develop procurement strategies and oversee consultant, contractor, and equipment tenders.

Establish project budgets, schedules, cost plans, and risk management frameworks.

Drive construction readiness and ensure seamless transition into project delivery.

Collaborate with development, PMO, consultants, contractors, and utility providers across multiple countries.

Ideal Experience

Degree in Engineering, Construction Management, Project Management, or a related discipline.

Proven experience in data centre, mission-critical, or comparable infrastructure developments.

Strong expertise in design management, permitting, procurement, commercial management, and project controls.

Experience establishing governance frameworks and pre-construction systems.

Excellent stakeholder management, communication, and leadership skills.

Willingness to travel across Southeast Asia.
