Working closely with HR Business Partners, business leaders, Learning Administration, the broader L&D team and the Group L&D COE, the role runs the annual learning cycle, uses skills insights to build business capabilities, and helps design and roll out Group-wide learning initiatives.

Key Responsibilities

Learning Needs Analysis & Learning Planning

  • Run the annual Learning Needs Analysis (LNA) and consolidate it into an approved Total Learning Plan (TLP) with allocated training budget.

  • Partner HRBPs to maintain the Learning Directory, guide course selection and track spend.

Skills Intelligence & Capability Building

  • Support roll-out and adoption of the Competency Management System (CMS).
  • Analyse CMS and workforce data to identify skills gaps and recommend actions to business leaders and HRBPs.
  • Drive Business Area L&D KPIs (e.g. AI proficiency, learning completion) and track programme effectiveness.

Programme Design & Delivery

  • Design targeted programmes, campaigns and inclusive workshops that build business capabilities, and run new hire induction.
  • Plan, deliver and evaluate Business Area programmes, including vendor management and training grants.
  • Help the Group L&D COE design Group-wide learning and digital initiatives, and lead their local roll-out.

Sponsorships, Talent & Early-Career Programmes

  • Manage education sponsorships, work-study and development nominations from launch through to approval and training agreements.
  • Support internships and transition their administration to TA and Business Operations.

Learning Insights, Advisory & Partnership

  • Build dashboards and updates on training utilisation, funding and cost savings for management and union committee meetings.
  • Act as learning SME (Learning Administration is first point of contact) and maintain L&D content on HR channels.
  • Partner the broader L&D team and Group L&D COE forums, and guide L&D executives / training coordinators where applicable.

Requirements

Education

  • Degree in Human Resources, Business Administration, Psychology, Education or a related discipline.
  • WSQ ACTA / ACLP or other HR / L&D certification is an advantage.

Experience

  • 4–6 years of experience in Learning & Development or related HR functions (fewer years considered for Assistant Manager); engineering, manufacturing or defence exposure is a plus.
  • Hands-on experience running LNAs, coordinating learning programmes and managing vendors and budgets.
  • Exposure to competency management systems and an LMS (preferably SuccessFactors).

  • L&D Business Partnering – Able to run structured needs analyses and translate business priorities into practical learning plans.

  • Instructional Design & Adult Learning – Sound grasp of adult learning, blended design and training evaluation.
  • Programme & Project Management – Strong planning and attention to detail across multiple concurrent programmes.
  • Stakeholder & Vendor Management – Able to secure buy-in and manage providers and budgets.
  • Data Analytics & Reporting – Able to analyse data with spreadsheet, BI or AI tools.
  • Digital Learning & HR Technology – Familiar with LMS / CMS, digital learning, automation and AI tools.
