Professional Job Description

We are seeking a Cost Consultant / Cost Manager to deliver professional cost management services across the full project lifecycle. You will prepare cost plans and estimates, manage tender processes, control project costs, handle variations, and support commercial outcomes for construction and infrastructure projects.

Key Responsibilities

• Prepare and review cost plans, detailed estimates, budgets, and expenditure approvals.
• Develop packaging strategies and procurement approaches to maximise value.
• Manage tender processes, including preparation, invitation, evaluation, recommendation, and contract award.
• Administer contracts and provide commercial leadership on cost control, variation management, and final account negotiations.
• Monitor project costs, prepare cost reports, and advise on value engineering and risk.
• Collaborate with project teams, clients, and stakeholders to ensure effective cost management from inception to completion.
• Support governance, procurement policies, and contractual compliance.

Requirements & Qualifications

• Education: Degree in Quantity Surveying, Building, Construction Management, or a related engineering discipline.
• Experience: Relevant experience in cost management or quantity surveying (consultancy experience preferred). Senior roles typically require 5–15+ years depending on level.
• Technical Skills: Strong knowledge of pre- and post-contract cost management, tendering, contract administration, and cost reporting. Familiarity with Singapore standard forms of contract is advantageous.
• Soft Skills: Strong analytical, commercial, negotiation, and stakeholder management abilities.
• Other: Professional membership (e.g., RICS, SISV) is preferred for senior positions.
