About the Role

Julian Grey’s client is an established consultancy supporting government and public-sector construction projects in Singapore.

The client is looking for a Quantity Surveyor to support post-contract cost management and contract administration, including progress payment assessments, variation valuations and final accounts.

You will work closely with the QS and project teams to review contractors’ submissions, verify quantities and prepare accurate, well-supported assessments.

Key Responsibilities

1. Review contractors’ progress payment claims, verify work completed and prepare payment recommendations for review.

2. Measure and assess variation orders against contract drawings, specifications, project instructions and revised drawings.

3. Evaluate claimed quantities, supporting quotations and proposed new rates using applicable contract rates and valuation provisions.

4. Prepare measurement sheets, valuation breakdowns and supporting calculations for progress claims, variations and final accounts.

5. Maintain cost reports and track variations, payment assessments and anticipated changes to the final contract sum.

6. Assist in reviewing contractual claims and supporting documents, highlighting discrepancies and matters requiring clarification.

7. Coordinate with contractors, consultants and project teams on measurement, valuation and final account matters, including site verification where required.

8. Maintain organised contract records and assist in preparing and reconciling final accounts.
   

Requirements

1. Relevant post-contract quantity surveying experience, covering progress claims, variation valuations and final accounts.

2. Experience in a quantity surveying or multidisciplinary consultancy is preferred; Singapore government or public-sector project experience is an advantage.

3. Familiarity with PSSCOC, schedules of rates and contractual payment and valuation procedures.

4. Ability to interpret construction drawings, specifications and contract documents, and prepare accurate measurements and assessments.
