Position Overview

KLUST invites applications for the position of Head of Finance to lead the University's Finance Department and provide strong financial leadership, governance and operational oversight.

The Head of Finance will be responsible for the University's overall accounting, financial reporting, budgeting, cash flow, treasury, bursary, accounts receivable and payable, taxation, audit, financial controls and statutory compliance.

The successful candidate should combine strong technical accounting capability with hands-on leadership and be able to support Management in strengthening the University's financial sustainability, governance and operational efficiency.

Requirements

  • Bachelor's Degree in Accounting, Finance or a related discipline.

  • A recognised professional accounting qualification such as ACCA, CPA, CIMA, MICPA, ICAEW or equivalent is strongly preferred.

  • Proficiency in Mandarin will be an added advantage.

  • Preferably at least 8–10 years of progressive finance and accounting experience, including relevant managerial or leadership experience.

  • Strong technical knowledge of financial reporting, budgeting, cash-flow management, audit, taxation and internal controls.

  • Experience leading a finance team and managing full-spectrum accounting operations.

  • Experience in the higher education or education sector will be a strong advantage.

  • Strong analytical ability with the capacity to translate financial information into practical management recommendations.

  • Strong leadership, communication and stakeholder-management skills.

  • High level of integrity, accountability and professional judgement.

  • Able to operate both strategically and hands-on in a dynamic university environment.

Responsibilities

Key Responsibilities

Financial Leadership & Management

  • Lead and manage the overall Finance and Accounting function of the University.

  • Provide financial advice and analysis to Management to support operational and strategic decision-making.

  • Develop and strengthen financial policies, procedures, governance frameworks and internal controls.

  • Lead, supervise and develop the Finance team while ensuring clear accountability and timely completion of responsibilities.

Financial Reporting & Accounting

  • Ensure accurate and timely preparation of monthly management accounts and annual financial statements.

  • Oversee General Ledger, Accounts Payable, Accounts Receivable, Bursary, fixed assets, payroll-related accounting and other finance functions.

  • Review reconciliations, journals, schedules and financial transactions.

  • Ensure timely and accurate month-end and year-end closing.

  • Provide financial analysis, variance explanations and management reports as required.

Budgeting, Cash Flow & Financial Planning

  • Lead the University's annual budgeting process and periodic forecasts.

  • Monitor actual financial performance against approved budgets.

  • Manage and forecast the University's cash flow and funding requirements.

  • Oversee banking, treasury and cash-management activities.

  • Monitor expenditure and recommend appropriate cost-control and optimisation measures.

  • Support longer-term financial planning and sustainability initiatives.

Bursary, Revenue & Receivables Management

  • Oversee student billing, fee collection, refunds, scholarships, sponsorships and other Bursary activities.

  • Monitor student and non-student receivables and ageing.

  • Establish effective collection and debt-management processes.

  • Work closely with academic and administrative departments to improve collection performance.

  • Ensure proper financial governance for discounts, scholarships, commissions, project fees and other financial arrangements.

Audit, Taxation, Compliance & Risk

  • Lead and coordinate the University's annual external audit and ensure timely resolution of audit matters.

  • Ensure compliance with applicable accounting standards, taxation, e-Invoice and statutory requirements.

  • Ensure financial matters comply with relevant higher-education requirements and University policies.

  • Maintain effective financial internal controls and risk-management practices.

  • Liaise with auditors, tax agents, banks, regulators and other professional advisers.

Management & Strategic Support

  • Prepare and present financial reports, analyses and recommendations to the Board of Directors, President & Vice-Chancellor, Management and relevant Board/Committee meetings as required.

  • Provide financial evaluation for new programmes, partnerships, projects, capital expenditure and other strategic initiatives.

  • Support Management on revenue enhancement, cost optimisation and financial sustainability initiatives.

  • Provide financial input for campus development, accreditation, institutional projects and other strategic activities.

  • Undertake other responsibilities assigned by University Management.
