We are a growing recruitment agency looking for a driven and commercially focused Outsourcing & Contract Staffing Manager:

Job Description:

• Drive new client acquisition for contract staffing, payroll, and outsourcing solutions
• Identify business opportunities and develop strategic client relationships
• Present and propose tailored workforce solutions to clients
• Secure Terms of Business (TOB) and outsourcing agreements
• Develop and manage contract staffing solutions across client accounts
• Understand client workforce needs and translate them into scalable outsourcing models
• Define service scope including payroll, HR administration, and compliance support
• Negotiate pricing, service fees, and contractual terms
• Ensure all contracts align with company policies and legal requirements
• Maintain accurate documentation of all client agreements
• Oversee end-to-end contractor lifecycle (onboarding, management, offboarding)
• Ensure smooth deployment of outsourced employees to client sites
• Work closely with recruitment teams to fulfill staffing requirements
• Collaborate with finance on payroll processing, invoicing, and collections
• Ensure accuracy in timesheets, billing cycles, and salary disbursements
• Ensure compliance with Malaysia employment laws and regulations (e.g. EPF, SOCSO, EIS)
• Act as the key point of contact for outsourcing clients
• Contribute to process improvements and SOP development

Job Requirements:

• Possess at least a Bachelor's Degree qualification in HR, Business, Psychology or related fields.
• 3–6 years of experience in recruitment, staffing, outsourcing, or HR services
• Proven experience in contract staffing / payroll outsourcing solutions
• Experience in a recruitment agency or manpower outsourcing firm is highly preferred
• Strong business development and client management skills
• Good understanding of Malaysia labor laws and statutory requirements
• Strong negotiation and commercial acumen
• Ability to manage both sales and operational aspects
• Proficient in Excel / HR systems / payroll coordination

Job Types: Full-time, Permanent

Pay: Up to RM8,000.00 per month
